The agitating meter-billing victims and the government negotiation team are preparing to sign an agreement today.

Preparations are underway to formalize the verbal agreement reached between the government team and the victims' representatives in Simara, Bara, into a written agreement.

For this, the final phase of decisive talks has begun at the Office of the Prime Minister and Council of Ministers in Singha Durbar.

Earlier, intensive discussions were held between the government negotiation team and the victims' representatives at the Office of the Prime Minister and Council of Ministers yesterday. Based on the same discussions and agreement yesterday, preparations are being made for the final agreement today.

According to the Prime Minister's Secretariat, the government negotiation team is being led by Secretary of the Office of the Prime Minister and Council of Ministers Pushkar Sapkota, while the team includes Joint Secretary of the Ministry of Home Affairs Kali Prasad Parajuli and Director General of the Department of Land Management Yogendra Prasad Dulal as members.

The negotiation team on behalf of the victim side has been coordinated by Awadhesh Kuswah of Nawalparasi (Susta East). The team members include Manoj Paswan of Siraha, Rijan Rana Magar of Gorkha, Laxmi Ghimire of Bhojpur, Kiran Pariyar of Bardaghat West and Nirgaraj Jaisi (Nirg Navin) of Kailali.

The talks are set to be held today to finalize the agreement after repeated discussions between Home Minister Sudhan Gurung and the agitating meter badge victims in Nijgadh, Bara.

According to the agreement reached so far, after the Council of Ministers declares meter badge a serious economic crime, the process of declaring fraudulent documents related to it, including fraudulent certificates, sight bonds, compulsory checks, and forced land passes, as illegal will begin.

To provide a legal basis for this, the government has agreed to bring a 'Special Act on the Control of Meter Badge Crimes'.

The draft agreement, which is expected to be prepared within three months, includes a clear definition of meter-interest transactions, identification of victims, compensation, return of seized land, expansion of easy access to institutional credit, and legalization of the private moneylender lending system.

The meter-interest victims, who have been walking since Asad 25, have been staying in Nijgadh, Bara, for four days. There are about 200 of them.
