The Tribhuvan University Curriculum Development Center has canceled the equivalence granted on the basis of academic certificates obtained from 4 Indian universities. In a notice issued on Wednesday, the center said that it has canceled the equivalence certificates of 114 students from 4 universities.
According to the notice, the equivalence of 13 students from CMG University in Meghalaya, India, 2 from Techno Global University, 98 from Shanghai University in Manipur and 1 from Pragyan International University has been canceled. The notice states that the equivalence of undergraduate, postgraduate and doctoral degrees has been canceled. Tribhuvan University had investigated the degrees obtained from these universities. After the investigation, it was found to be invalid.
The center had published a 35-day notice and informed the people who had obtained equivalence to submit sufficient grounds and evidence. The notice states that the students were unable to submit a basis for not canceling the equivalence. The center has stated that the equivalences have been canceled based on Section 21 of the Tribhuvan University Degree Recognition and Equivalence Regulations 2082.
Section 21 states that if recognition or equivalence is granted on the basis of a certificate submitted by an applicant, it can be canceled if the details submitted by him are found to be false or illegal based on the evidence obtained later. Similarly, if it is found to be insufficient to provide equivalence, there is a provision that the Degree Recognition and Equivalence Determination Committee can cancel the recognition or equivalence certificate at any time. The regulations state that the applicant will be given a fair opportunity to defend himself in such a situation.
Professor Ramkrishna Tiwari, Director of the TU Curriculum Development Center, said that an investigation was conducted in coordination with the University Grants Commission of India after a complaint was received regarding the equivalence. 'At the time the student received the academic certificate, the affiliation of that university with the Grants Commission had been severed.' The equivalence could not be maintained as the educational certificate itself was not valid.’
Even though the students were given a chance to clarify their position, no one was able to bring evidence even after 35 days, Tiwari said. Tribhuvan University has been providing equivalence to students who have returned from higher education abroad. As per the government’s decision, the work related to equivalence will be carried out by the University Grants Commission from 1st Shrawan.
