Prime Minister and Chancellor Balendra Shah has directed the newly appointed vice-chancellors of universities to implement the 10 percent scholarship system. Shah held a group discussion with the vice-chancellors of seven universities, including Tribhuvan University, at the Prime Minister's Office, Singha Durbar on Tuesday. During the discussion, he directed the university and its subordinate campuses to strictly implement the 10 percent free scholarship.
According to the vice-chancellors participating in the discussion, Chancellor Shah urged the university to remove the structure of the party student organization, conduct exams and publish results on time, search and protect encroached land, end political division, and create a clean reading and writing environment. 'We reported on the situation of the university. After listening, the Prime Minister expressed his opinion at the end,' said a vice-chancellor participating in the discussion. 'The Prime Minister's main emphasis was on the implementation of the 10 percent scholarship and the cessation of political activities in the university.'
After the discussion, the Prime Minister's Secretariat stated that the vice-chancellors expressed their commitment to keep professors, employees, and students away from party politics and focus solely on purely creative and academic work. The vice-chancellors have been asked to implement the academic calendar, improve the administrative, economic, and academic sectors, establish good governance, financial discipline, and strengthen transparency, the secretariat's press note states. Prime Minister and Chancellor Shah had directed to ensure that at least 10 percent of the meritorious and targeted students studying in higher education are provided with free scholarships to make access to higher education more equitable.
Earlier, the appointment of vice-chancellors was also directed by Education Minister and Pro-Chancellor Sasmit Pokharel to implement the scholarship-related arrangements. Following the directive, Tribhuvan, Agriculture and Forestry, Pokhara, Purbanchal, Madhyapaschim, Sudurpaschim, and Rajarshijanak Universities have issued circulars to their subordinate campuses to implement the 10 percent scholarship. Although there is no uniformity in the scholarship issue, some universities have made provisions for scholarships in their acts. Some have made rules in this regard through the Senate and Executive Council. Similarly, some have mentioned the provision of providing scholarships to 10 percent of the admitted students as a condition of granting affiliation.
Although the system has been implemented in some subjects including medical education and engineering in higher education, it has not been fully implemented elsewhere. Education Minister Sasmit Pokharel said that the scholarship system implemented in Kathmandu Metropolitan City is also being implemented in higher education. "We are implementing the scholarship system in educational institutions across the country to ensure access to education, equal opportunities and social justice," he said.
Meanwhile, the Eastern, Pokhara, Agriculture and Forestry, Sudurpaschim, and Madhyapaschim Universities have also issued separate notices on Monday and Tuesday and issued instructions to ensure scholarships in their campuses. In which the concerned campuses have been informed about the rules that must be followed while admitting students to programs approved by the university for the academic session 2083/84. The directive has been asked to provide scholarships to meritorious, underprivileged and target group students, 10 percent of the total student enrollment seats. The directive issued by the university states that students will be selected and admitted as per the provisions of the scholarship procedure.
The Directorate of Student Welfare of TU has written to the affiliated, affiliated private and community campuses and directed them to implement scholarships. The head of the Directorate, Dipendra Parajuli, has instructed to provide scholarships as per the criteria set by the Dean's Office. Information and details regarding the distribution of scholarships have been asked to be provided to the Dean's Office and the Directorate. Students who will receive scholarships in private and public medical colleges are selected during the integrated entrance examination in medical education. The Medical Education Act has made special provisions for public medical colleges to provide scholarships to 75 percent of the students, while private ones have been providing scholarships to 10 percent of the admitted students.
When Prime Minister Shah was the mayor of Kathmandu Metropolitan City, an arrangement was made to conduct an integrated entrance examination in the medical education model in grades 11-12 and select students who will receive scholarships. Although there was a provision in the Scholarship Act 2021 and Education Regulations 2059, there were complaints that it was not implemented effectively. In grades 1-10, the practice of selecting students who will receive scholarships has been carried out with the participation of schools including the local level.
Last year, 672,000 students were enrolled in higher education in Nepal's universities and campuses. If the 10 percent scholarship is implemented, about 67,000 students will receive facilities in higher education. At the undergraduate level, the largest number of students study in private campuses. According to the University Grants Commission, about 250,000 students are studying. About 2.25 million students are studying in community campuses and 200,000 students are studying in private campuses.
