Talks are underway between the government and metered rate victims in Nijgadh, Bara. Talks were held in Nijgadh on Tuesday between Home Minister Sudhan Gurung and protesters marching from Janakpur to Kathmandu against metered rate.

Home Minister Gurung had reached Nijgadh early on Tuesday morning to meet the metered rate victims. Participants in the march said that the first round of talks with the Home Minister on the six-point demands was concluded at the Nijgadh Chamber of Commerce and Industry meeting hall.

Both the government and the agitating parties are busy with internal homework for the second round of talks. The Home Minister has consulted the Prime Minister over the telephone about their demands. It is said that the second round of talks with the metered rate victims will take place shortly after that.

Most of the victims have complained to the Home Minister that they have not received the expected support from the courts and police administration. Home Minister Gurung is taking notes while listening to the complaints of the victims.

Many victims have broken down inside the building while expressing their pain. Home Minister Gurung has also become emotional due to the emotional expressions of the victims.

Farmers and workers' movement against metered rates Nepal started the third phase of the march from Tirhutiya Gachhi in Janakpur on Thursday, saying that they had to bear the atrocities of the moneylenders even more because the government did not implement the previous agreements.

6 main demands of metered rates victims Our demands from the Nepal government:

1) Abolish fake documents:
All fake documents related to metered rates (tamsuk, vision bond, registration (chinnuwa) pass, fake checks, etc.) should be declared illegal by a cabinet-level decision.

2) Create a powerful special law against metered rates:
A political declaration should be made with a commitment to eradicate metered rates crime and a powerful special law should be issued against it.

3) Form a tribunal against metered rates:
a. A tribunal should be formed against metered rates to register cases related to metered rates in the courts based on fake documents and to make the entire court process victim-friendly.
b. The process of the cases filed against the victims by the moneylenders and the arrest warrants issued against the victims should be suspended, the cases that have already been decided should be reviewed, and the victims arrested on the basis of fake documents should be released with compensation.
c. An inter-agency monitoring unit (Campaign against meter interest) should be formed under the Ministry of Home Affairs to facilitate the judicial, administrative and property recovery processes of the victims.

4) Investigate the property of the usurer:
Based on the victim's complaint against the meter interest moneylender, an investigation should be conducted regarding the illegal recovery of meter interest by the moneylenders, usury, fraud, forced checks (check bounce), fake tamasuk (hostage, registration, snatch pass), etc., and the laundering of unclaimed property. While investigating the complaint and dispute, the bank statement of the amount claimed to have been given by the moneylender should be made mandatory.

5) Return the property of the victims:
The movable and immovable properties recovered by the moneylenders should be returned to the victims. Serious investigations should be conducted into the murder, abuse, violence against women, sexual violence and other human rights violations committed by them, and fair compensation should be provided to the victims. The government should waive the fees and court fees collected in the property return process.

6) Ensure fair economic transactions:
Identify the reasons why victims have to take loans at illegal interest rates and introduce temporary relief and concessional financial programs targeting exploited and oppressed classes, communities, entrepreneurs and small business owners to ensure fair economic transactions.
