The Federation of Nepal Construction Entrepreneurs has described the second amendment to the Public Procurement Act, 2063 as a 'milestone' for the development of the infrastructure sector.

In a statement issued by the Federation's General Secretary Shivahari Ghimire on Tuesday, it was stated that the provision of awarding contracts based on the lowest price (low bidding) and awarding contracts through the average evaluation method will help in quality competition and effective work performance in the construction sector.

The Federation believes that the provisions mentioned in the amendment include providing incentives, bonuses and other facilities to the concerned employees if quality work is completed on time, providing incentives and certificates of appreciation to the construction entrepreneurs as prescribed, keeping the performance bond at only 5 percent, calculating the qualifications of both companies if they merge, reducing the time for submitting bids, and making the implementation of the decisions of the Public Procurement Review Committee mandatory. The press release states, "Another important aspect of the amendment is the provision of incentives, bonuses and other facilities to employees who complete quality work on time and also to provide incentives and certificates of appreciation to construction entrepreneurs."
