The National Dalit Commission has blamed the casteist mindset and decision-making level mentality within Singha Durbar as the main reason for the halt in the surname listing of the Dalit community. The Commission has said that the work related to the listing has not been completed yet despite making recommendations to the government seven times.
In an interview with the National Dalit Commission organized in coordination with the Active Dalit Journalists Association of Nepal, Commission Chairman Devraj Bishwakarma said that the process has been affected due to the uncomfortable situation that has arisen within Singha Durbar regarding the listing of some surnames of the non-Dalit community.
He stated that the process is currently progressing positively and expects the new government to make a decision soon.
Commission Secretary Jhanak Kumar Khatri informed that the Commission has been working on the surname listing since 2077 BS. According to him, the Commission has made formal recommendations to the government seven times as of last 26 Jestha.
He expressed confidence that the government would take a decision soon as this issue, which was initially under the Ministry of General Administration, has now been brought under the Ministry of Women, Children, Gender and Sexual Minorities and Social Security.
In the program, Commission Chairman Bishwakarma informed that most of the 62 complaints filed with the Commission have been resolved. According to him, the Commission has been taking necessary investigations and initiatives not only on written complaints but also on telephone, social media or news published in the media as complaints.
Commission's suggestions on constitutional amendment
Commission member Mehal Parki informed that detailed suggestions regarding the rights of the Dalit community for constitutional amendment have been sent to the government. He said that if the government implements those suggestions, the constitutional rights of the Dalit community will be further ensured. He informed that the Commission has taken necessary initiatives in coordination with the police from the beginning in the case of Deepa Nepali's satyagraha and the case is currently in the court process.
