The police have been granted permission to detain a man arrested on charges of exposing his private parts to a young woman in a public place for 5 days for investigation. The District Police Range, Lalitpur, has said that Surendra Bhatta, 55, a resident of Baitadi Patan Municipality and currently residing in Mahalaxmi-2, Lalitpur, has been arrested on charges of exposing his private parts. According to the police, Bhatta showed his private parts to Ritu Khanal while she was walking at a public place in Imadol. Khanal uploaded the video of the incident on social media TikTok, Instagram and Facebook last Sunday evening. After that, the video suddenly went viral. In the video, Surendra said that while the young woman was walking, she removed her clothes and showed her sexual parts. After this, she caught the man when he was about to run away and made him apologize. After the video went viral, a team from Police Circle Satdobato, Lalitpur arrested Bhattarai.
Bhattarai admitted his mistake in the initial statement, said Gautam Mishra, spokesperson of the District Police Range, Lalipur. ‘A case has been registered by the victim that he should not display obscenity in a public place,’ he said, ‘The accused has been given permission to be detained for 5 days.’ Mishra said that the accused admitted his mistake in the initial statement. Mishra also said that the person was an education officer. He said that the accused was arrested while investigating after watching the video posted on social media.
Attention of the Home Minister
Home Minister Sudhan Gurung has said that the attention of the Home Ministry has been drawn to the incident through Facebook. He has expressed respect for the courage of Ritu, who arrested the accused. The victim said that it is worrying that the video has to be made public to express her pain. ‘Sexual abuse or harassment of any woman or girl is not acceptable in a civilized society,’ he said. ‘The fact that the victim has to make a video public to express her pain is a matter of concern in itself.’ He also urged every victim to raise their voice confidently.
‘I urge all victims of sexual violence to raise their voices confidently. They will no longer have to endure injustice,’ he said. He also requested that if there is any problem in registering a complaint, they should contact the Ministry of Home Affairs or the District Police Complex directly.
