Out of the 753 local levels in the country, 726 have already made public the budget for the fiscal year 2083/084. According to the Local Government Operation Act, the budget for the upcoming fiscal year must be submitted to the village and municipal assemblies by Asad 10. 10 municipalities, including two urban municipalities, and 15 rural municipalities have not been able to submit the budget for the upcoming fiscal year to the village/municipal assemblies by Wednesday.

According to the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, 726 local levels have made public the budget for the upcoming fiscal year by Asad 10. According to the ministry, 5 local levels in Koshi Province, 11 in Madhesh, 2 in Bagmati, 1 in Gandaki, 4 in Lumbini, 1 in Karnali, and 3 in Sudurpaschim could not make public the budget by Asad 10.

Local governments that have made public the budget on time have introduced programs targeting children and senior citizens in areas such as education, health, agriculture, enterprise, drinking water, tourism infrastructure, employment, information technology, and others. Some local levels have introduced new programs ranging from branding of local products to startup loans.

Kanchanpur's Laljhadi Rural Municipality has introduced a plan to brand bananas and market them. It has also introduced a startup loan scheme to encourage new enterprises. Dodhara Chandani Municipality has introduced a plan ranging from operating a city bus to building a fun park.

Shuklaphanta Municipality has made public the 'One Ward, One Enterprise' program. Shuklaphanta has announced the upcoming fiscal year 2092/093 as the Employment Decade and has introduced a plan to encourage youth to find employment and connect those who have returned from foreign employment to the Production Country Program. Krishnapur Municipality has mentioned that buses will be handed over to 5 schools. It has also introduced policies such as building a statue at Nanda Secondary School in honor of martyr Nandalal Rana and managing the city police.

Khotang's Diktel Rupakot Majhuwagadhi Municipality has emphasized biodiversity conservation in its policies and programs. Mayor Tirtha Raj Bhattarai has presented a program covering climate-friendly road construction, healthy soil and agricultural production, tourism promotion, and industrial development. He said that an environment-friendly plan has been made to construct roads without affecting biodiversity, including tree plantation. According to him, grants have been arranged for bamboo planting. 'The program has been made by envisioning biodiversity-friendly roads, agriculture, tourism, and industry,' he said, 'If the earth survives, we survive, that is why biodiversity has been given priority.'

Panchthar's Phidim Municipality has given priority to agriculture, health education, animal husbandry, and employment. All 10 local levels of Sankhuwasabha have prioritized education, health, agriculture, drinking water, roads, bridges, irrigation, tourism, employment creation, disaster management and physical infrastructure development. Promotion of local production, agricultural modernization, youth entrepreneurship, women empowerment, social security and good governance have been included in the policies and programs.

Sindhupalchowk's Bahrabise Municipality has introduced a program to provide teachers for teaching Bhota language (Sambhota script), provide free midday meal up to grade 10, operate an agricultural ambulance, establish an agricultural produce sales room and a moisture center, and increase the incentive allowance of women health volunteers. Tripurasundari Rural Municipality has stated that it has continued free education, midday meal and the 'Save Mothers' campaign.

Tanahun's Myagde Rural Municipality and Shuklagandaki Municipality have introduced schemes such as monkey control and senior journalist pension.

Banke's Nepalgunj Sub-metropolitan City has prioritized religious tourism promotion in the budget for the upcoming fiscal year. The sub-metropolitan city has emphasized the promotion of religious tourism by including the Bageshwori Temple, the 108-foot Hanuman statue under construction, and other historical and cultural areas. It has stated that sisterly relations will be maintained with Ayodhya, India.

The policy and program also include the establishment of a systematic vegetable and fruit sales center for the marketing of agricultural products by ensuring easy availability of irrigation, improved seeds and fertilizers, and the provision of incentives and priority to entrepreneurs who consume such products by the sub-metropolitan city in purchasing goods and services to protect and expand local and domestic products.

The sub-metropolitan city plans to launch a campaign to protect and manage public assets by removing unauthorized encroachment on public land, conduct a local job fair to promote internal employment through labor market demand analysis, employment mapping, consultation and 'job matching', convert the Udayapur health post into a 25-bed maternity home, develop the sub-metropolitan city as an educational hub, revise local curricula and textbooks in a timely manner, and make school monitoring effective for educational good governance.

The Rong Rural Municipality of Ilam has decided to launch the 'Bright Future Allowance' program for students without guardians. The rural municipality has announced that it will provide a monthly allowance of Rs 2,000 to such students through its annual policy and program for the upcoming fiscal year. There are 21 students without guardians within the rural municipality. The rural municipality has been taking responsibility for their education, health insurance and other management. According to the rural municipality, a total of Rs 30,000 has been deposited in a lump sum bank account in the name of each student, Rs 10,000 from the municipality and Rs 20,000 from Siddhi Hydropower.

Arrangements have been made to withdraw the amount only for higher education or on the recommendation of the rural municipality. Demat accounts have been opened for such students. Chairman Manikumar Syangbo said that investment in primary shares (IPO) has been started under the management of the rural municipality. He expressed confidence that the 'Bright Future Allowance' program will help secure the educational and financial future of such students.

In Saptari, the local level has prioritized human capacity development, infrastructure construction, entrepreneurship, agriculture, health, education, employment generation, poverty reduction, sustainable development, environmental protection and good governance.
