At a parliamentary committee meeting, he said, ”According to the Public Procurement Act, it takes more than one and a half months to purchase equipment. If the process is completed and the purchase is completed, the monsoon will be over.”

Home Minister Sudhan Gurung has said that some laws are seen as obstacles in disaster management.
In today's meeting of the House of Representatives, State Affairs and Good Governance Committee, Home Minister Gurung said that the act itself is an obstacle in the procurement of necessary equipment for disaster management. He said that although there is now availability of sophisticated equipment in the world market to rescue citizens in distress, it is not possible to use those materials during the monsoon due to the Public Procurement Act.
'Now, drones that can 'lift' 200 kg have arrived. According to the Public Procurement Act, it takes more than one and a half months to purchase that equipment, and the monsoon can be completed by completing the process,' Home Minister Gurung said, 'What kind of act is this? If the act had been made to make it easier to work, we would have done something.'
Recalling that he has been serving the citizens during times of disaster for a decade, Minister Gurung said that for the first time, relief was distributed through high-capacity drones in Sindhupalchowk and Kavrepalanchowk. He said that citizens in vulnerable situations along the river banks of the valley have been transferred to safer places. He said that preparations are being made to conduct on-site monitoring to understand the condition of citizens kept in holding centers from the river banks.
