Minister for Youth, Labor and Employment Ramji Yadav has conveyed a message to the international community that Nepal has taken the coming decade forward as a 'Decade of Internal Employment Promotion'. Addressing the 114th session of the International Labor Conference (ILO) in Geneva on Monday, he said that an action plan to build a productive, inclusive and flexible labor market in a decade has been formulated and its implementation has begun. Stating that the global labor market is going through a difficult phase, Minister for Labor Yadav said that technological innovation, artificial intelligence, climate change, labor mobility and new patterns of production are transforming the workplace, economy and society.

‘If timely and conscious action is not taken, these forces will deepen inequalities, widen the skills gap and make workers insecure,’ he said, adding, ‘meaningful tripartite cooperation and a strong ILO are needed for human dignity, social justice and decent work.’

He said the future of work would be determined not only by technology but also by choices made through policies, institutions and social dialogue. ‘Informing that Nepal is investing in AI infrastructure, digital startups and human capital, digitization and creating an environment for remote work may prevent youth from having to go abroad,’ he said, ‘However, as youth are now involved in the digital and gig economy, clear employment contracts, occupational security, fairness and data privacy are of primary concern.’

He said that the welfare of migrant workers is a top priority and Nepal is undertaking significant legal reforms and digitizing the entire migration system to ensure ethical recruitment, fair wages, decent living standards and occupational security.’

‘We urge governments of destination countries, international partners and employers to work closely together at every stage of the migration cycle,’ he said. ‘The government’s top priority is the economic and social reintegration of those who wish to return, considering the skills, networks, experience and savings of migrants and returnees as assets of the nation.’

Minister Yadav informed that the 1947 Labour Inspection Convention and the 2014 Forced Labour Protocol have been submitted to the Parliament for ratification.’ ‘Nepal has a zero-tolerance policy on forced labour and labour exploitation and the current government is committed to implementing it,’ he said.
