The government has initiated the process of appointing vice-chancellors in all universities and health science institutes through open competition. The Ministry of Education and Sports and the Ministry of Health and Food Hygiene have issued procedures and invited applications through the Selection and Recommendation Committee. The vice-chancellors, including office bearers of universities and health science institutes, were relieved of their posts through an ordinance. The

committee has also made public the shortlist for selecting vice-chancellors in 8 universities. The shortlists have been made public for Tribhuvan, Pokhara, Purbanchal, Lumbini Buddhist, Agriculture and Forestry, Midwest and Farwest, and Rajarshi Janak Universities. The Ministry of Education has also initiated the process of appointing office bearers, including vice-chancellors, chairmen, vice-chairmen, and member secretaries, in Kathmandu, Sanskrit University, University Grants Commission, National Examination Board, Teacher Service Commission, Medical Education Commission, and Council for Technical Education and Vocational Training (CTEVT).

Similarly, the Ministry of Health has started the process of appointing vice-chancellors at the National Academy of Medical Sciences, Patan, Karnali, Pokhara, Rapti and BP Koirala Health Sciences. The Selection and Recommendation Committee has stated that the applications received are being verified. There are 113 applicants for the post of vice-chancellor of the six institutes. Applications have been invited for the chairperson, registrar, vice-chairperson, member secretary and members of the Nepal Medical Council, Nepal Ayurveda Medical Council, Nepal Health Research Council, Nepal Nursing Council, Nepal Health Professionals Council, Nepal Pharmacy Council.

The Ministry has postponed the applications of the councils that had requested applications on 20 Jestha, BP Koirala Memorial Cancer Hospital, Shahid Gangalal National Heart Center and Health Insurance Board. Ministry sources have stated that the postponement was due to the application being requested without the procedure.

A selection and recommendation committee has been formed under the chairmanship of Education Minister Sasmit Pokharel for the appointment of the Vice-Chancellor of Kathmandu University, with commission member Resu Aryal Dhungana and former Vice-Chancellor Suresh Raj Sharma as members. The committee has stated that the time for requesting applications for the Vice-Chancellor, Rector, and Registrar of Sanskrit University ended on Friday. The recommendation committee for the appointment of the Vice-Chairman and Member Secretary of CTEVT has called for applications on Thursday.

The Ministry of Education has stated that the Public Service Commission has been requested to appoint the Chairman and Members of the Teachers Service Commission as per the law. The Public Service Commission has recommended the Chairman of the National Examination Board even before the formation of the government led by Prime Minister Balendra Shah, but he has not been appointed. The secretariat of Education Minister Sasmit Pokharel has stated that the appointment process has been put on hold due to various complaints and grievances received regarding the recommended Tribhuvan University's Pre-Examination Controller Pushparaj Joshi.

The Selection and Recommendation Committee for the appointment of Vice-Chancellor and Registrar of Shahid Dashrath Chand University of Health Sciences has collected applications and started the shortlisting process. Those shortlisted for the post of Vice-Chairman of the Medical Education Commission have been called for presentation and interview on 28 Jestha. According to the information from the Selection and Recommendation Committee, doctors Shree Krishna Giri, Gehanath Baral, Roshan Pokharel, Dinesh Kumar Lamsal, Dipendra Shrestha, Devendra Bahadur Khatri, Pramod Kumar Yadav, Sanjay Kumar Shrestha, Sujan Shrestha and Shailesh Pradhan are the applicants for the post of Vice-Chairman.

Who is on the shortlist of 8 universities?

218 people applied for the post of Vice-Chancellor of 8 universities. Among them, Ram Prasad Regmi, Bhola Thapa, Nanda Bahadur Singh, Durga Dutta Poudel, Tara Prasad Bhusal, Tankanath Dhamala, Govinda Subedi, Krishna Raj Acharya, Kavi Prasad Pokharel, Amar Prasad Yadav have been shortlisted from Tribhuvan University.

The committee has shortlisted 10 names as per the procedure. Ajay Bhattarai, Anil Kumar Pokharel, Ashok Kumar Jha, Janardan Lamichhane, Dilip Parajuli, Devendra Adhikari, Narendra Katuwal, Madhav Lamsal, Biju Kumar Thapaliya and Sujun Babu Marhatta have been shortlisted from Purbanchal University.

Along with Marhatta, Saroj Koirala, Bir Bahadur Khanal Chhetri, Vijay Singh Sijapati, Nirmala Jamarkattel, Devendra Adhikari, Dilip Parajuli, Deepak Bahadur Bhandari, Dnyaneshwar Sharma and Chetraj Bhatta have been shortlisted from Pokhara University. As the procedure allows a candidate to apply for the post of Vice-Chancellor of a maximum of two universities, some candidates are repeated in the shortlist.

Hom Bahadur Basnet, Bishnu Vilas Adhikari, Bimal Kumar Lal Karna, Lal Prasad Amgain, Balram Kumar Bhatta, Pushkar Bahadur Pal, Kalika Bahadur Adhikari, Kalyani Mishra Tripathi, Rishi Ram Kattel, Arjun Bahadur Shrestha have been shortlisted for the post of Vice-Chancellor of the University of Agriculture and Forestry. Some of the shortlisted candidates include those who have been relieved of their posts from various posts by the application ordinance.

In the Midwest, Kalyani Mishra Tripathi, Kavi Prasad Pokhrel, along with Chandra Prasad Rijal, Dev Bahadur Khadka, Nanda Bahadur Singh, Panna Thapa, Rajan Suwal, Laxman Gyawali, Saroj Koirala and Sushil Kumar Shahi have been shortlisted. Kisan Dutta Bhatta, Khemraj Joshi, Chetraj Bhatta, Jagat Krishna Pokharel, Damaruchandra Bhatta, Padmaraj Joshi, Mahesh Kumar Joshi, Rajendra Joshi, Ram Prasad Ghimire and Bishnu Vilas Adhikari have been shortlisted for Sudurpaschim University.

The committee has stated that Amar Prasad Yadav, Ashok Kumar Jha, Nandakishore Sah, Narendra Katuwal, Rajnarayan Yadav, Rashbihari Mahato, Basanta Kumar Karna, Bimal Kumar Lal Karna, Shyam Kishore Mahato and Shyam Narayan Labh have been shortlisted for Rajarshi Janak University. Due to the low number of applications, only 7 people have been selected for Lumbini Buddhist University. According to the committee, Chandrakala Ghimire, Tilakram Acharya, Deepak Prasad Acharya, Phanindra Kumar Neupane, Yashodhara Bhetuwal, Sharada Poudel and Surendraman Vajracharya have been shortlisted for Rajarshi Janak University.

The committee had issued the procedure for selecting the vice-chancellor during the application process. In which, it is mentioned that a shortlist will be prepared after evaluating personal details in 35 integers. Out of a total of 100 integers, the remaining 65 integers are mentioned in the procedure for recommending the candidate on the basis of merit by taking the candidate's university-related thought paper, action plan, its presentation and interview.

A committee has been formed under the chairmanship of Education Minister Sasmit Pokharel, Education Secretary Chudamani Poudel and National Planning Commission member for education Resu Aryal Dhungana. The committee has stated that it will appoint experts to evaluate and conduct interviews of the applicants.
