Local levels of Panchthar have been found to have spent arbitrarily on vehicle repairs and fuel in the last fiscal year. The audit report recently released by the Office of the Auditor General has pointed out that the expenses were unnatural, irregular and irregular. The

report states that Miklajung Rural Municipality spent Rs. 189,869 on repairing a single motorcycle in the fiscal year 2081/082. The Accountant General has deemed the expenditure of Rs. 189,869 on repairing a motorcycle numbered FZ Me1B 707 of Yamaha Company in the name of Miklajung Rural Municipality as unnatural. The

report also questions the method, process and practicality of the same, saying that more than Rs. 15,000 was spent on repairing five other motorcycles in the same rural municipality. According to the report, Miklajung Rural Municipality spent Rs 3,524,069 on vehicle repairs alone in the last fiscal year. The Accountant General has concluded that although the rural municipality has 29 motorcycles, tractors and other vehicles, a cost estimate was not prepared before repairs and a clear procedure to manage the repair costs was not established. Similarly, Rs 1,84,081 was spent on the repair of motorcycle number Me1B 485, Rs 1,33,683 on Me1B 710, Rs 1,9,384 on Me1B 225 and Rs 1,2,87 on Me1B 483. Rs 7,19,104 was spent on these five motorcycles alone. The report mentions that Rs 1,434,639 was spent on the repair of 22 motorcycles. Like Miklajung, the cost of repairing a single motorcycle in Tumbewa Rural Municipality also exceeded Rs 100,000.

Tumbewa has spent 23 lakh 51 thousand 818 on vehicle repairs in a financial year. Of which, the report points out that 1 lakh 7 thousand 250 rupees were spent on repairing the motorcycle number Pra1-01-001 B 1254. The expenditure on fuel purchase, like vehicle repairs, is high in these rural municipalities. According to the Auditor General's report, Tumbewa, Miklajung and Hilihang rural municipalities alone have spent 1 crore 14 lakh 66 thousand 142 rupees on fuel.

Hilihang rural municipality has spent the most on fuel. Tumbewa has spent 39 lakh 21 thousand 59 and Miklajung 16 lakh 28 thousand 945 rupees on fuel.

The audit report points out that clear standards regarding fuel distribution, vehicle operation and maintenance have not been set at most local levels. The report mentions that there is a risk of misuse of public resources due to the weak system for regularly checking the actual use of vehicles, travel details, distance and fuel consumption.

Miklajung Rural Municipality Vice-Chairman Santakumar Serma (Santosh) said that although he was informed that old motorcycles were taken for repair, he did not know which motorcycles were in what condition and what was spent on what.
Shrikumar Rai, spokesperson for the Auditor General's Office, said that the audit team will write off the amount based on sufficient grounds and evidence. 'The narrative has been created that auditors write off the amount forcibly.' However, the office is advised to collect sufficient study and evidence in the context of files where errors are found while in the field. If the requested details are not in a satisfactory condition, there is no option but to write off the amount, all expenses incurred without following the law and procedure are considered to be off the amount,' he said.
