The local level of Saptari has been found to have spent the budget illegally and provided air conditioners (AC) to the police and furniture to the court. According to the latest audit report of the Auditor General's Office, in the fiscal year 2081/082, the local level here has been found to have spent more than 12 million rupees illegally on the purchase of ACs, furniture, inverters and batteries for federal offices, vehicle repairs and other construction work.

Section 24 of the Local Government Operation Act, 2074 BS states that local levels should allocate and implement budgets in areas where they can gain comparative advantage by creating maximum productivity and productive employment within their jurisdiction. However, by providing budgets for physical structures to those offices that have their own separate existence and the authority to implement the budget, the financial burden has been increased on the local level. The Auditor General's report has declared such expenditure as irregular and invalid.

The report of the General Accountant General shows that Bishnupur Rural Municipality has provided AC and furniture to the District Police Office by spending Rs. 575,000, while Rupani Rural Municipality has also provided AC to the District Police Office by spending Rs. 155,000.

Rajbiraj Municipality has provided Rs. 300,000 to the District Police for the repair of vehicle number BAC 1790. Chhinnamasta Rural Municipality has also provided Rs. 200,000 for the repair of the same vehicle and Rs. 100,000 for the rent of the house to the police post.

Khadak Municipality has mentioned the expenditure of Rs. 81,500 to the Area Police Office, Kalyanpur for the purchase of a laptop. Agnisair Krishnasawaran Rural Municipality has provided Rs. 234,641 to the Area Police Office, Mahuli for the repair of the office building, while Kanchanrup Municipality has provided Rs. 474,645 to the Area Police Office, Kanchanpur for the construction of a trust.

Tirhut Rural Municipality has given Rs 292,874 to build an incomplete roundhouse at the police post. Rajgadh Rural Municipality has given Rs 1,510,357 to Ganesh Construction to build a waiting room building at the District Police Office.

The report shows that the local level has also given illegal budget to the High Court, Janakpur, Rajbiraj Bench and other federal offices in addition to the Nepal Police.

Rajbiraj Municipality has given Rs 894,649 to the court to purchase furniture, Rs 584,584 to the District Traffic Police Office to purchase road safety equipment, and Rs 97,432 to the National Investigation Office to purchase batteries and inverters.

Bishnupur has given Rs 728,000 to the Armed Police Force Headquarters Saptari to build a water tank building. Rupani has given Rs 481,682 to the Armed Police Force Headquarters for the construction of a trust on the roof. Balan Bihul Rural Municipality has also given Rs 677,239 to the Armed Police Force Headquarters, Saptari for the construction of a mess and check post.

Tilathi Koiladi Rural Municipality has also given Rs 300,000 to the Armed Police Force Headquarters for public construction, but there is no agreement letter and the survey book and work completion report have not been submitted. The report suggests submitting the work completion report.

Kanchanrup Municipality has given Rs 152,654 to the Armed Police Force Headquarters, Saptari for the purchase of computers and Rs 11,615 to the Traffic Post for the purchase of inverters. Agnisair Krishnasawaran Rural Municipality has given Rs 984,964 to Armed Police Camp Sitapur through Bhandari Traders and Suppliers, and has given an additional Rs 453,617 to build toilets. 

Rajgadh has given Rs 91,437 to the then Land Reforms and Land Revenue Office to purchase printers and other items.  Dakneshwari Municipality has given Rs 200,000 to the then Land Reforms and Land Revenue Office Rajbiraj without disclosing the purpose and without even receiving the bill. 

Chinnamasta has also given Rs 99,835 to the Land Reforms and Land Revenue Office to repair vehicle number BAB 1553.  Agnisair Krishnasawaran has given Rs 295,000 to the Survey Office to purchase AC and fans. Khadak Municipality has given Rs 316,400 to the Office of the Comptroller and Auditor General, Saptari, to purchase inverters and batteries. Stating that there is a system in place to allocate budget to courts and federal offices from the union, the report has also suggested that the payment is not in accordance with the rules and that such expenses should be controlled.

Manoj Kumar Yadav, Acting Chief Administrative Officer of Rajbiraj Municipality, said that the assistance provided to courts and federal offices has been completely stopped from this time. 'Earlier, we had been providing assistance to those offices keeping in mind that it would be beneficial to the service recipients, but such expenses started coming in unnecessarily since last year,' he said, 'We have not even kept a budget for such assistance this year.'
