National Dalit Commission Chairman Devraj Bishwakarma has said that the expected improvement in the living standards of the Dalit community has not been achieved due to the lack of change in the thinking and working style of the responsible persons in the state structure. 

Speaking at a program organized in Lalitpur on Thursday, Chairman Bishwakarma said that despite the excellent constitution and laws being formulated in the country, it has not brought about any change in the daily lives of the Dalit community. 

Chairman Bishwakarma said that the Dalit community is still deprived of basic necessities like food, shelter, cotton, education, health and employment. 

'Even today, the life of the Dalit community is very difficult.  They are deprived of basic necessities like food, shelter, cotton, education, health and employment.  We have made a good constitution, we have also made some laws and regulations, but the constitution and laws alone will not change the lives of the people.  The state system is expressed in the thinking and working style of the person who takes responsibility in the state structure,' said Chairman Bishwakarma.'

From the eyes of the Dalit community, he said that even now, the working style of state administrators seems to reflect the Manusmriti and the 1910 Muluki Ain. 'When money has to be allocated for the upliftment and mainstreaming of the Dalit community, the mentality of viewing it as unproductive expenditure still prevails.' It seems that some people believe that talking about Dalits means imposing violence on Dalits,' he said.'

He said that attempts are being made to ridicule and defame the positive discrimination policy adopted by the state in various ways.' 'We believe that the rights of the Dalit community, which has not even been granted the status of a human being, should not be made a subject of ridicule for anyone.' Accordingly, we have been urging all state bodies to play the necessary role on their behalf,' said Chairman Bishwakarma.
