The National Human Rights Commission has recommended departmental action against IGP Dan Bahadur Karki of Nepal Police and IGP Narayan Dutta Poudel of Armed Police.

It has recommended that the then Chief of Nepal Police Chandrakuber Khapung, the then Inspector General of Armed Police Raju Aryal and the then Chief of National Investigation Department Hutaraj Thapa be placed on the 'negative list', making them ineligible in the future.

In the investigation report on the Gen-G incident of 23 and 24 Bhadra, the Commission has recommended that Deputy Inspector General of Police Om Bahadur Rana, the then SSP (currently DIG) Bishwa Adhikari, Superintendent of Armed Police Jeevan KC, the then Director of National Investigation Department Krishna Khanal, and the then Chief District Officer of Kathmandu Chhabilal Rijal be brought under the ambit of action.

Similarly, on Bhadra 23, the field commanders of the Nepal Police, Armed Police Force and National Investigation Department who were deployed in the field in the Baneshwar and Parliament Building areas have been recommended to take action as per Article 249 (2) (e) of the Constitution of Nepal for violating human rights.

The then Inspector General of Police Chandra Kuber Khapung, the then Inspector General of Armed Police Raju Aryal and the then Chief of the National Investigation Department Hutraj Thapa, who were found responsible for the human rights violations, have been asked to take action as per Article 249 (c) of the Constitution of Nepal. The Commission has also recommended that a record be kept of them so that they are not given any government service responsibilities in the future.

Based on the report of the committee formed to investigate the human rights violations in the incidents of Bhadra 23 and 24 under the coordination of Commission member Lily Thapa, the Commission has appointed former Prime Minister KP Sharma Oli, former Home Minister Ramesh Lekhak and the then government leader at that time. Former Communications Minister Prithvi Subba Gurung has been recommended for action as a human rights violator.
