Speaker DP Aryal has taken the House forward amid the opposition parties' well-being and sloganeering demanding the implementation of the House of Representatives Rules. Speaker Aryal passed the bill in the House of Representatives on Thursday, when the main opposition Congress was protesting from its seat and other opposition parties, UML, CPN, Shram Sanskriti and RPP, were protesting.

Opposition party leaders have said that Speaker Aryal acted as the government told him to without ruling to Prime Minister Balendra Shah to answer the MPs as per Rule 56 of the House of Representatives Rules. The incident has raised questions about the dignity of the Speaker, said Niskal Rai, the whip of the main opposition Congress. 'It would have been better if the Speaker had not brought the House forward after the opposition parties had surrounded the well.' He left, it was not within the dignity of the Speaker,' Rai said, 'According to Rule 56 of the House of Representatives Rules, the Speaker should have ruled for the Prime Minister to come to the House and answer, but he could not. The question of why he could not rule has been raised against the Speaker.'

Rule 56 of the House of Representatives Rules provides for direct question-and-answer with the Prime Minister. 'The Speaker shall determine the first hour of the first week of each month to ask questions on important matters directly related to the Prime Minister or his/her area of ​​work,' Rule 56(1) states, 'However, if the meeting cannot be held on that day for any reason, he shall determine the time for the first hour of the next meeting.' The Rules make it mandatory for MPs to question the Prime Minister in the first meeting of the next meeting only if the meeting cannot be held.

NCP Chief Whip Yubaraj Dulal said that the Speaker has violated the provisions of the Rules. ‘There was unruly conduct on Thursday, by the Speaker. Rules have been violated in the House. The House of Representatives meeting could have been adjourned after the Prime Minister did not come and the opposition party went to the well,’ Dulal said, ‘The MPs had amended the bill but were not allowed to speak. The Speaker did not create an environment for them to speak. The Speaker has thwarted the right of the MPs to participate in the discussion on the bill. The Speaker’s activities made it feel like the House was in the shadow of the government.’

RPP whip Khushbu Oli said that even before the budget speech on 15 Jestha, Prime Minister Shah was asked to set a time for question and answer with the MPs, but the Speaker did not agree. ‘The Speaker did not set a time because the Prime Minister did not give time,’ Oli said, ‘We had registered our names to participate in the principled discussion on the bill, but we did not get it.’

After the opposition parties demanded the Prime Minister’s presence in the House of Representatives, Speaker Aryal adjourned the meeting and went to meet Shah. The Prime Minister refused to come to the meeting even though the Speaker requested him to. The Prime Minister said that he would respond in another meeting, but did not give him time. After returning from meeting the Prime Minister, the Speaker had a discussion with the party whips. There, he narrated what the Prime Minister had said.

Referring to what Speaker Aryal had said in the meeting with the whips, Dulal said, ‘When I questioned the Speaker, he could not answer. The Prime Minister has said that he will come, he has said that he will come whenever he can, the Speaker said that the Prime Minister cannot be ruled upon and a time cannot be set. The Prime Minister said that he would specify it only after giving time.'

Amidst the opposition parties' well-being, the Speaker passed a bill by running the House. The bill was passed without the MPs who had registered amendments to the bill being able to participate in the discussion. Amid the well-being and sloganeering of the opposition parties, Finance Minister Swarnim Wagle presented a proposal to pass the 'Alternative Development Finance Mobilization Bill, 2082'. The Speaker presented the bill for decision and it was passed by a majority.

The agenda in the House of Representatives was for the Prime Minister to present a proposal to 'consider' three bills. The proposal was presented on behalf of the Prime Minister by Minister for Law, Justice and Parliamentary Affairs Sobita Gautam. Minister Gautam presented a proposal on behalf of the Prime Minister to consider the House of Representatives Member Election (First Amendment) Bill, the Voters' Roll (First Amendment) Bill and the National Forensic Science Laboratory (Establishment and Operation) Bill, 2081. Despite setting a time for a principled discussion on all three bills, no MP was able to speak due to obstruction.

In recent meetings, Shram Sanskriti Party Chairman Harkaraj Rai and MPs have been demanding that the Prime Minister be made present in the House and held accountable. In Wednesday's meeting, Speaker Aryal had warned Rai by showing him the provisions of the rules. The Speaker had warned the Shram Sanskriti Party MPs who had gone to the well carrying placards with slogans demanding the Prime Minister's presence and had stood up from their chairs to protest.

Rule 30 of the House of Representatives Rules provides that the Speaker can issue a warning to maintain order in the meeting. 'The Speaker may issue a warning to a member who behaves indecently in the meeting to control his behavior, and upon receiving a warning, such a member must immediately control his behavior,' Rule 30 states. In Thursday's meeting of the House of Representatives, Rai had said that he was seeking answers to questions related to the Home and Defense Ministries, which are being handled by the Prime Minister.
