Mustakim Miya, who works in the personal secretariat of Minister for Labor, Employment and Social Security Ramji Yadav, has been arrested on charges of kidnapping, physical restraint and degrading treatment. Mustakim, 27, of Mahadeva Rural Municipality-1 and residing in Rajbiraj Municipality-3, was arrested on the basis of a complaint filed by Rajkumar Chaudhary.
A 7-day remand has been issued against Mustakim, who was arrested on Monday, and further investigation is underway, informed DSP Dambar Bahadur Puri, spokesperson of the District Police Office. According to him, on 14 Falgun 2082, Mustakim and others are accused of kidnapping Chaudhary on two motorcycles with registration numbers Ba 99 Pa 5775 and other undisclosed numbers and robbing him at gunpoint.
It is alleged that they kidnapped him from Hanuman Chowk in Rajbiraj-3 at around 8 am that day and took him to a place called Parbat behind Himalaya Rice Mill in Rajbiraj-8, held him hostage, beat him up, stripped him naked and made him spit on the ground and lick Chaudhary. The victim's complaint states that a video of the incident was recorded and a mobile phone, two tolas of gold chain and Rs 130,000 in cash were looted.
According to the complaint, Mustakim and others are accused of showing fear and intimidation if anyone tells anyone about the incident, posts the video on social media and kills themselves. The other 3 accused named in the complaint filed on April 24 are absconding. Police have said that a search is underway for them.
It is seen that Mustakim was appointed as a light vehicle driver in the personal secretariat of Minister for Labor, Employment and Social Security Yadav, who was elected as a member of the House of Representatives from Saptari-2, on April 27, 2082. A few days ago, SP Gautam Kumar KC had a phone conversation with Prahlad Singh 'Vicky', a journalist from Tilathi Koiladi Rural Municipality-4, and had abused Mustakim, saying, 'Bring him to the right place, otherwise... I will beat him up.'
After a phone conversation in which SP KC used abusive language against Mustakim, also threatening Singh, went viral on social media, the Madhesh Province Police Office formed a 5-member investigation committee led by SSP Kamal Thapa on 7 Baisakh. However, the committee's report has not been made public yet.
