India has started preparations for the Kailash Mansarovar Yatra via Nepali territory, Lipulekh. India and China have agreed to resume the Mansarovar Yatra, which was suspended due to the COVID-19 pandemic, from June to August. However, Nepal has not been informed about this.

The government has reiterated its stance on the fact that Lipulekh, Limpiyadhura and Kalapani are integral territories of Nepal.

The Ministry of Foreign Affairs has stated that the government is clear and firm on the fact that these areas east of the Mahakali River belong to Nepal as per the Sugauli Treaty of 1816. 

During a regular press briefing on Friday, Ministry Spokesperson Lok Bahadur Poudel Chhetri informed that the government has conveyed its serious concerns to both neighboring countries through diplomatic channels regarding the Kailash Mansarovar Yatra, which is said to be conducted between India and China via Nepali land via Lipulekh.

Recalling that the Indian government has been urged not to build a road in the area before, the ministry stated that Nepal is committed to resolving the border issue through diplomatic dialogue on the basis of historical treaties, maps and evidence. 

This is not the first time that Nepal has expressed dissatisfaction with both its neighbors on the border issue. Since 2015 alone, Nepal has sent diplomatic notes to India and China four times regarding the unilateral use of its land. The Nepali side has also been raising this issue in high-level political meetings. However, both India and China have been ignoring Nepal's interests.
