Armed Police Inspector General Narayan Dutta Poudel has said that strengthening border security is his top priority. Addressing a program organized after assuming the rank of Armed Police Inspector General, Poudel said that a strategic action plan has been prepared to strengthen border security and strengthen the policy, institutional and structural aspects of the organization during his tenure. The Cabinet meeting on April 14 had promoted Additional Inspector General of Armed Police Poudel to the position of Inspector General.
The government had promoted Poudel to the vacant leadership position after IGP Raju Aryal retired from April 19 after a four-year term. Poudel was conferred the rank by Home Secretary Rajkumar Shrestha on Monday. Poudel reached the Armed Police Headquarters in Halchowk on Monday and assumed office. Earlier, at a program organized at the ministry, Poudel said that he would move forward with emphasis on border security and border strengthening during his tenure. He said that the Armed Police Force will also fulfill the high responsibility of ensuring its duties in accordance with the new public sentiment.
The Armed Police Force is the frontline security force deployed for international border security. The border stretches for about 1,818 km on the Indian side and 1,414 km on the Chinese side, with more than 15,000 armed forces personnel deployed in the border areas.
The Cabinet meeting of 11 Asoj 2069 has also given the Armed Police Force the responsibility of revenue, customs and industrial security and the Cabinet meeting of 15 Poush 2077 has also given the responsibility of railway security. However, this organization is running on the basis of a two and a half decade old act. IGP Poudel said that during his tenure, emphasis will also be placed on amending the act to make it timely and effective.
‘A strategic action plan has been prepared to strengthen the policy, institutional and structural aspects of the organization by strengthening border security. Now, I am confident that support will be received from the Government of Nepal and the Ministry of Home Affairs for its implementation.’ He said, ‘Emphasizing on the welfare and professional development of the entire staff, a good governance and development-friendly environment will be created by developing human resources, using modern technology and adopting a result-oriented working style. I express my commitment to run the organization by policy, not by individuals.’ He also pledged to fulfill his responsibilities with honesty, integrity, impartiality and determination, keeping the constitution, law, national interest, dignity of the organization and public expectations at the center.
He said that effective steps will be taken to make the service delivery provided by the organization timely and accountable by preparing a plan of actions in accordance with the 100-point governance reform plan issued by the government.
Aryal, who joined the service as a police inspector in Chaitra 2054, was transferred to the Armed Police Force in 2058. He will remain in office until Chaitra 2084, provided the current provision of 30 years of service is maintained.
On that occasion, Home Secretary Shrestha directed to take the initiative to enhance professional skills and capabilities within the organization and make transfers and promotions fair and predictable. He also said that if both the transfer system and career development are managed effectively, the dissatisfaction and complaints seen in the organization will be reduced.
