Out of the 2.9 million old-date driving licenses that have passed the trial and have paid the revenue for renewal, 1.2 million have been printed. As per the agreement signed between the Department of Transport Management and the Security Printing Center on 12 Kartik, 1.2 million smart licenses have been printed. The Security Printing Center has stated that it has started printing an additional 1.7 million licenses in the second phase as per the agreement signed on 4 Baisakh. Out of 1.7 million, 5,101 licenses have been printed. 54,861 licenses are in the process of being printed.
Since 40,000 licenses are printed every day, all the old licenses will be printed by mid-Asad, said the center's executive director Devraj Dhungana. The center says that there will be no problem in completing it as the license printing work will be done even on public holidays. According to the center, 37,886 emergency licenses and 36,140 licenses that have passed the trial and paid the daily revenue have been printed so far.
‘We have been printing according to the data received from the department,’ said Dhungana, the center’s executive director. ‘Currently, the work of printing licenses for daily emergencies and those who pay revenue on the same day is being done regularly.’ He claims that the second phase of licenses will be printed before mid-Ashar. An average of 4,000 data is received daily for printing new licenses. This is the number coming from 42 transport management offices across the country.
After passing the trial at all transport management offices throughout the day and paying revenue, the Department of Transport Management sends the data to the center by 6 pm every day except public holidays. ‘We can print the new license data within 24 hours of receiving it,’ said Dhungana. ‘After that, we send it to the department during office hours the next day.’
The current license is being printed with additional features. Earlier, the license that service recipients were getting had a total of 18 types of features. But now the license that service recipients are getting has 39 features. The Security Printing Center has added features such as intelligent QR, readable zone, visible to the naked eye, visible with the help of equipment, and visible only from the lab.
Two QRs are placed on the front and back of the printed license, in which the QR center and the back of the front part can be scanned by the service recipient and the traffic police. The previous license had a chip. The work of sending the printed license to the concerned transport office through the Postal Service Department is underway, said Keshav Khatiwada, Director of the Department of Transport Management.
‘We have started sending data for printing the second lot of licenses,’ said Khatiwada, ‘Printing has already started. We are sending the printed licenses to the concerned offices through the post.’ Currently, the Transport Management Office, Ekantakuna, Lalitpur, has the largest number of licenses to be printed. According to Director Khatiwada, there are about 9 lakhs of rupees to be printed only under this office.
‘In the first lot, an agreement was made to print 1.2 million licenses. Since there were many in the secluded corners, it was seen that sending the data of only this office would cause problems in printing other offices,’ he said. ‘In the second lot, we are now sending the data of this office as a priority.’ Khatiwada said that the information about the driving license displayed on the Nagarik app, the office from which the trial pass for the new license and renewal was given, whether it was printed or not, is available in the same app.
‘Preparations are being made to make arrangements to pay revenue for license renewal online,’ Khatiwada said. ‘For this, service recipients are now forced to stand in line. Once the arrangement is made to pay online, these problems will go away.’ According to the Surakshan Printing Center, from 1st of July, service recipients will not have to carry receipts for new and renewal revenue. In fact, service recipients have been forced to carry receipts for renewal and new licenses since 2022.
The 100 agenda for governance reforms approved by the Cabinet meeting held on 13 Chaitra after Balendra Shah became Prime Minister, mentions that licenses will be printed and delivered to every household through post within 100 days. For that, it is mentioned that the postal service will be modernized and developed as a 'Government Courier Service'. The Department of Transport Management has stated that work is currently being done accordingly.
