Congress leader Arjun Narsingh KC has objected to the naming of the proposed civil service bill.
He said that the word “Nizamat” gives a glimpse of a feudal and authoritarian system of governance. Stating that the word “Nizamat” comes from the Arabic-Persian language, he clarified that its meaning is related to the state borders, governance system and administrative mechanism of the Nizam, Sultan or Nawab.
“It is not appropriate to link a word with such a historical background with the service structure of a modern democratic state,” KC said. According to him, while naming “Nizamat” in Nepal, the suffix “e” was added to “Nizamat”, which gives a glimpse of the old governance system.
He recalled that the First Administrative Reforms Commission (M.N. Butch Commission) formed in 2009 BS recommended the name “Civil Administration Service” and expressed the view that names like “Civil Service Act” or “Public Service Act” would be appropriate.
He said that he had registered an amendment proposal in the parliament in the past considering this issue and the record of that is still intact. He said that many aspects of the bill that is currently being presented still require extensive debate. ‘Not only the name, but the overall structure and objectives should also be in accordance with democratic values,’ he emphasized.
