The office of Saipal Rural Municipality (formerly Kanda VDC), whose headquarters were moved to Chainpur due to the then armed conflict, has been moved to its own location after almost 23 years. With the relocation of the office, the financial and administrative services previously provided from the headquarters will now be available from the municipality.
The office, which was moved around 2059 BS due to insecurity during the armed conflict, was kept in a rented house in the headquarters, Chainpur, even after the advent of federalism, saying that it was difficult to carry out daily work due to the lack of internet facilities and banks in Saipal.
The locals of Saipal, which is not connected to the road network until now, were forced to walk four days and spend a large amount of money to the headquarters even to get a simple recommendation when the office was at the headquarters.
When the office bearers of the consumer committee had to go to the district headquarters repeatedly for opening accounts, making plan agreements, receiving installment payments, and withdrawing money, Saipal residents were also facing problems such as unnecessary spending of half of the plan amount, increasing costs, and not getting quality work. 'After the office was in Chainpur, we had to walk for three/four days to reach Chainpur to meet the people's representatives.' We had to spend 20/30 thousand even for ordinary work,' said local Basanta Bohara, 'Now that all services are provided by the municipality, both the expenses and time of Saipal residents will be saved. After two decades, services will be available in the courtyard of our own homes.' He said that since all the services provided by the municipality will be provided by Saipal, the locals will save lakhs of money and time.
If all the work done by the municipality were done at the local level, it would be easier not only for the local residents but also for the teachers and employees here who are forced to go to the district headquarters for salary disbursement, said the people's representative. 'Teachers and employees had to reach the district headquarters to get recommendations for salary disbursement and submit reports,' said Saipal Rural Municipality Spokesperson Narendra Dhami, 'In that case, on the one hand, their expenses would have increased. On the other hand, it would have affected the office work and students' studies. Now that problem has been eliminated.'
He said that the people's representatives also faced unnecessary inconvenience when they had to repeatedly run to the district headquarters and the municipality, increasing their time and money expenses and spending most of their time walking. 'On the one hand, people complained that they did not feel the presence of Singha Durbar in the village, on the other hand, it was a pain to have to walk up and down for eight/ten days a month. We are going to move the office from there,' said Saipal Rural Municipality Chairman Manbir Bohara, 'It was also our election commitment to provide all services from the municipality.'
He said that the establishment of a bank in Saipal formed an important basis for moving the municipality. Everest Bank had established a branch in Saipal last September. He said that if all the people's representatives and employees live in the municipality, there will be effectiveness in services, and since the monitoring of the program will be done on time, development and construction work will be done quickly and with quality.
