Seven DIG posts vacant in Armed Forces, promotion process not moving forward

DIGs Kamal Giri, Shambhu Subedi and Kul Bahadur Nembang have already received compulsory retirement on 23 Poush and Kumar Neupane on 1 Falgun. The Cabinet meeting on 2 Mangsir had extended the tenure of three DIGs, but those who have gone on retirement and have extended their tenure have not been promoted to the posts.

Even though the posts of seven Deputy Inspector Generals (DIGs) are vacant in the Armed Police Force (APF), the government has stopped the promotion process. Currently, seven DIG posts are vacant in the Armed Police Force, including four who have gone on regular leave and three who have been extended. However, the Ministry of Home Affairs has stopped the promotion process to fill the vacant posts. 

There is a provision to promote DIGs through a decision of the Home Minister-level on the basis of a recommendation committee chaired by the Home Secretary. However, the Ministry of Home Affairs has not taken up the process. On 23 Mangsir 2082, the Council of Ministers meeting approved the new Organization and Management (O&M) survey of the Armed Police Force and added three DIG posts, two in the administration (general group) and one in the law group. The next month, on 23 Poush, DIGs Kamal Giri, Shambhu Subedi and Kul Bahadur Nembang went on leave. 

Two months later, on 1 Falgun, another DIG Kumar Neupane also got leave. Thus, the promotion of seven vacant DIGs, including four who retired and three who were given additional posts, has been stopped. Although the process for promotion to the vacant posts was tried to be taken forward during the previous government led by Sushila Karki, it was not started. 

The government formed on 13 Chaitra under the leadership of Balendra Shah has also stopped the promotion without making any. A total of 13 people, including one who transferred from the Nepal Police to the Armed Forces and 12 from the Armed Forces Basic Number 2, are in the competition. Dipendra Kunbar and Bishnu Prasad Bhatta, from the Basic Number 2, were already promoted to DIG in Falgun 2081. 13 people, including 12 from the same batch and one from the police, are in the competition for this promotion.

Ananda Kafle, spokesperson for the Ministry of Home Affairs, said that the promotion process could not proceed as the Home Administration was preparing to conduct the entire election earlier, and now it will proceed through the regular process. ‘Now, promotions for vacant and additional posts will proceed through the regular process,’ said Kafle, ‘Earlier, the election code of conduct was also in place, we all had to work on election security arrangements, now it will be moved forward.’

Armed Police Inspector General Raju Aryal is getting a leave in the third week of Baisakh. Even though Inspector General Aryal was trying to get a promotion for the vacant post before he went on leave, the process has not progressed from the Home Department. Even after Aryal went on leave, Narayan Dutt Poudel and Banshiraj Dahal are in the competition for the leadership. An official of the Armed Police commented that pressure was increased on Home Minister Sudhan Gurung and Home Secretary Rajkumar Shrestha saying that the promotion of vacant DIGs in the Armed Police should be done after the new IGP comes, and that is why the process may not have progressed.

Due to the halt in promotions, Armed Police Staff College, No. 6 Maheshwori Bahini Surkhet, No. 7 Baidyanath Bahini Kailali are currently being placed under the control of the SSP. Similarly, the leadership of the directorate under the Armed Police Headquarters' Work Department is also at the disposal of the SSP. Similarly, after the addition of the O&M amendment, two DIGs in the administration department and one in the law department have not been promoted.
