Appointments to various bodies under the Ministry of Culture, Tourism and Civil Aviation will now be made through open competition.
Tourism Minister Khadak Raj Poudel (GUNES) has announced that the recommendation-based appointment system that was in place in the past will be abolished and a transparent and meritocracy-based selection process will be implemented. Speaking to Kantipur at the ministry on Thursday, Minister Poudel said that now qualified persons will be selected through open competition with the participation of the Public Service Commission. 'The practice of appointing a person by recommending his name by the Council of Ministers as before will end,' he said, 'Now appointments will be made only on the basis of merit, ability and competition.'
According to him, many appointments made on the basis of ministerial proposals in the past had become controversial and some were even involved in corruption cases. Therefore, he said that a new system is necessary to maintain good governance.
Currently, there is a leadership vacancy in major bodies under the ministry. The posts of Executive Chairman and General Manager are vacant in Nepal Airlines Corporation. The Sushila Karki-led government has appointed Amritman Shrestha, a member of the board of directors of the corporation, as the acting executive director. Similarly, the Civil Aviation Authority of Nepal is also without a director general. Devchandra Lal Karna is working as an acting director after a case was registered against the authority's former director general Pradeep Adhikari on charges of irregularities.
There are 25 organizations under the ministry, including the Civil Aviation Authority of Nepal, Lumbini Development Fund, Pashupati Area Development Fund, Nepal Tourism Board, and Nepal Airlines Corporation. Previously, up to 171 people were politically appointed to these bodies.
Minister Poudel, who is also the MP from Kaski-1 from the National Independent Party, now expressed his commitment to establish good governance, transparency, and professionalism by appointing all these bodies through open competition.
