The Supreme Court has launched the ‘Constitutional Bench Portal’ with the aim of making the functioning of the Constitutional Bench more transparent, accountable and effective.
The Chief Registrar of the court, Bimal Poudel, unveiled the portal during a program on Friday and said that this is an important achievement in making the judiciary technology-friendly.
At the program, Chief Registrar Poudel mentioned that the Constitutional Bench is a special provision of the Constitution and its effectiveness is linked to Nepal’s constitutional development. Acknowledging that the workload of cases in the Supreme Court is very high, Poudel emphasized that the approximately 280 cases pending in the Constitutional Bench should be disposed of at the earliest. He argues that the more public and transparent the functioning of the court is, the more public trust in the judiciary will increase.
‘The Constitutional Bench is the highest place to interpret the law and the Constitution. This bench is a powerful means of resolving disputes related to federalism, ensuring the jurisdiction of the union and the provinces, and the observance of legal constitutionalism. Therefore, its effectiveness is necessary for guiding the direction of the country. We believe that speedy resolution of cases can give the right direction and momentum to the constitutional development of the country,' he said.
Chief Registrar Poudel said that the journey of making the court from 'less paper' to 'paperless' should be taken forward. He said that the challenge is to use the recently developed Artificial Intelligence (AI) tools in resource management and information dissemination. It is expected that this portal will help in increasing access to justice and instilling faith in the judiciary by implementing the 'e-justice' system through the use of information technology.
