Home Minister Sudhan Gurung has held discussions with Nepal Police Chief IGP Dan Bahadur Karki and Armed Police Force Chief Raju Aryal for more than an hour. On Friday evening, he held talks with the security chief at the Home Ministry. The Council of Ministers was formed on Friday under the leadership of Balendra Shah, and Gurung was given the responsibility of leading the Home Ministry. The cabinet meeting held immediately after taking oath decided to implement the report of the commission led by Gauri Bahadur Karki. The report recommended criminal action against KP Sharma Oli, who was the Prime Minister at the time of the incident on 23 and 24 Bhadra, Home Minister Ramesh Lekhak and IGP Chandrakuber Khapung. They were recommended to be taken action under Sections 181 and 182. Section 181 of the Criminal Code states that ‘no one shall kill another person by acting negligently’. A person who commits such an offense can be imprisoned for 3 to 10 years and fined from 30,000 to 100,000 rupees.
Section 182 states that ‘no one shall be killed by any act of negligence’. It states that imprisonment for up to 3 years and a fine of up to 30,000 rupees can be imposed.
Criminal action was recommended against the then Home Secretary Gokarna Mani Duwadi, the current Inspector General of the Armed Police Force Raju Aryal, the then Chief of the National Investigation Department Hutraj Thapa and the then CDO of Kathmandu Chhabilal Rijal under Section 182 for negligence.
The Council of Ministers had decided to conduct further studies in the case of security personnel. Gurung had said that the report would be implemented even after assuming the office of Home Minister.
Sources say that discussions are underway with the security chief regarding the implementation of the report. Police officials have not received any clear instructions in this regard till Friday evening. However, a senior officer on high alert said .
Even when Omprakash Aryal was the Home Minister, Sudhan had pressured Oli and Lekhak to be arrested . However, Aryal backed down after security chiefs suggested taking restrained steps .
