The Nepal Bar Association has drawn the attention of the full court of the Supreme Court regarding the report of the former judge Gauri Bahadur Karki Commission. The emergency meeting called by the bar has taken three decisions.

The report published in the public media as the report of the investigation commission formed under the coordination of Gauri Bahadur Karki regarding the incident of Bhadau on 23 and 24 Bhadau has made three points public after a meeting with the advisory committee held on Thursday.

The bar has claimed that the Karki Commission report prima facie goes beyond the jurisdiction of the commission and also ignores the principle of separation of powers.

The bar has formed a study committee under the chairmanship of Bijaya Prasad Mishra of the Nepal Bar, with senior advocate Sujan Lopchan, Tikaram Bhattarai, Dinmani Pokharel as members and Nepal Bar General Secretary Kedar Prasad Koirala as member secretary to study the reports of the Karki Commission and the National Human Rights Commission.

These are the three decisions of the Bar

1. The report published through various media as the Karki Commission report, which at first sight goes beyond the designated scope of the commission and ignores the principle of separation of powers, has drawn serious attention to the issues of the report, including the statement that "...the full bench of all the judges of the Supreme Court should be able to amend the constitution and the law itself." The Bar expresses its disagreement with the statement that goes against the essence and spirit of an independent judiciary.

2. Since it has been learned that the report contains practices that affect the independent judiciary and the independent legal profession, the attention of the full court of the Supreme Court through the Honorable Chief Justice has been drawn to this matter.

3. The report of the Commission of Inquiry formed under the Commission of Inquiry Act, 2026, regarding the incidents of Bhadra 23 and 24, 2082, and the report of the National Human Rights Commission on this matter, under the chairmanship of the Chairman, Prof. Dr. Vijay Prasad Mishra, has been studied. We inform you that a study committee will be formed with Sujan Lopchan, B.A. Tikaram Bhattarai, B.A. Dr. Dinmani Pokharel as members and NEBAA General Secretary B.A. Kedar Prasad Koirala as member secretary. After the report presented by the committee, we will publish the NEBAA concept in this regard and conduct all necessary programs.
