The report of the inquiry commission led by former judge Gauri Bahadur Karki, formed to investigate the incidents of 23 and 24 Bhadra, mentions the appointment of judges. In the suggestion section, it is said that if the commission can eliminate the appointment of judges based on political quotas, it will increase public confidence in the judiciary. 

The commission has said that the appointment of judges should be based on collegium and be transparent. Currently, the Judicial Council and the Constitutional Council recommend and appoint judges. Similarly, the commission has recommended increasing the number of judges and employees to process cases quickly. The commission has suggested having permanent judges in the Supreme Court. It has suggested amending the constitution to improve the Judicial Council and others. The commission has suggested eliminating delays and ensuring and ensuring public access. The commission has also said that reforms should be made in the high and district courts, the Attorney General's Office and the government prosecutor's offices under it, the Nepal Police, and other bodies involved in investigations. The commission has suggested that this reform should be initiated immediately.
