A case has been filed in the Special Court against then Tourism Secretary Kedar Bahadur Adhikari, 21 individuals, and two companies, alleging irregularities in the construction of the Pokhara Regional Airport.
The Commission for the Investigation of Abuse of Authority (CIAA) on Sunday filed a case in a special court against 10 people, including the officer, for a total of Rs 461.584.434.
Similarly, a claim for damages has been made against the then Director General of the Civil Aviation Authority of Nepal Sanjib Gautam and the then Deputy Director General of the Civil Aviation Authority of Nepal Mahendra Singh Rawal, the then Project Director of the National Pride Project Baburam Poudel, the then Senior Accounts Officer of the project Narendra Raj Sainju, Accounts Officer Pramod Nepal, and Senior Accounts Officer Sabin Phuyal.
Similarly, a claim for damages has been made against the then Director of the Authority, Dhruvdas Bhochhibhoya, and his heir, his wife Yamunadevi Shrestha, for a total of Rs 67.3 million.
The CIAA's chargesheet states that a consultant for $2.8 million was not appointed as per the terms and conditions of the work agreement contained in the purchase agreement for the construction of the Pokhara International Airport. The Authority also claims that the cost estimate was unnaturally increased to Rs 503.4 million and additional and double budget was spent from the Authority's assets.
Despite knowing that according to the EPC contract agreement, a consultant should be appointed at a cost of only $2.8 million and that the Authority's separate budget could not be spent for the work, the Authority claims that the consultant ERMC/A-Knot/Slate JV was paid Rs 406.8 million 26,568, thereby causing additional embezzlement and loss of the Authority's assets.
