A corruption case has been filed against Prakash Bahadur Saud, the chairman of Dhakari Rural Municipality in Achham, and four others on charges of misappropriating government funds.

The Commission for the Investigation of Abuse of Authority (CIAA) filed a case against Saud, the then acting chief administrative officer Laxman Sah, accountant Bimal Saud, and RJ 24 News and Nav Indreni Foundation Kathmandu chairman Ramji Lamsal alias Ram Bahadur Lamsal in a special court on Thursday. 

The CIAA has imposed a fine of Rs 1,277,225 on the municipality chairman, chief administrative officer and accountant and demanded recovery of the embezzled amount. The CIAA has stated that it has imposed a fine of the same amount against the foundation chairman Lamsal as a complicity. 

A complaint was filed with the CIAA on charges of misappropriating funds by making a film in collusion with the municipal chairman and officials and employees. The investigation by the Authority found that the municipality's budget was misused in violation of the public procurement law and an agreement was made on 18 Bhadra 2081 to produce the film 'Andhapath' with an investment of 1.5 million 5 thousand rupees.

The charge sheet states that the agreement was made for the production of the film without preparing for the procurement process, including identifying the procurement requirements and preparing a cost estimate, as per the prevailing law. The Authority's charge sheet also states that the agreement was approved/made by the executive meeting on 6 Kartik 2081 to cover up the illegal and malicious act.

The Authority has also listed the issue of making a payment to the Nav Indreni Foundation by making an agreement with a company as a corruption offense. The Authority has stated that there is no basis to confirm the truth when looking at the bills submitted for the construction of the thatched house and other miscellaneous expenses for the production of the film.
