As the election for the House of Representatives approaches, there is talk of coordination between the parties. Although the Congress, UML, CPN, Rashtriya Swayamsevak Sangh (RSS), RPP, JSP Nepal, Ujjaya Nepal and other parties are in the election fray, there is talk of coordination between the Congress, UML, CPN and RPP in the constituencies of major leaders.
There is increasing talk of coordination between the parties in Jhapa-5, where UML Chairman KP Sharma Oli is a candidate, Dang-2 of General Secretary Shankar Pokheral, Rautahat-1 of CPN Coordinator Madhav Kumar Nepal, Sarlahi-3 of leader Narayan Kaji Shrestha, and Jhapa-3 of RPP Chairman Rajendra Lingden. Similarly, there is talk of coordination in Rupendehi-2 of UML Vice-President Bishnu Poudel, and Chitwan-3 of CPN Coordinator Pushpa Kamal Dahal's daughter Renu Dahal.
Even though there have been talks between the old parties Congress, UML and NCP for an informal alliance, the leaders of the parties concerned say that no decision has been reached. Similarly, there is talk of a tie-up between UML and NCP in Dang-2 and between Congress and NCP in Sarlahi-3 and 4.
UML Chairman Oli and senior leader of the National Independent Party Balendra Shah are seen as the main competitors in Jhapa-5. RPP Chairman Lingden is also facing a challenge in Jhapa-3. Both parties have analyzed that it would be easier if UML and RPP work together in these two areas.
Congress President Gagan Thapa is in Sarlahi-4, NCP leader Narayan Kaji Shrestha is in Sarlahi-3, NCP Co-Coordinator Nepal is in Rautahat-1, NCP candidate Renu Dahal is in Chitwan-3, UML Vice-Chairman Bishnu Poudel is in Rupandehi-2, and UML General Secretary Shankar Pokharel is in Dang-2.
NCP Coordinator Dahal feels comfortable being a candidate from Rukum East, a Maoist base area. Although coordination is not necessary in Rukum East, he believes that it will be easier to win in Chitwan-3, where his daughter Renu Dahal is a candidate.
A UML leader said that coordination is possible considering the competition in Jhapa, Dang and some other areas. 'There will be no declared coordination now. There may be unannounced cooperation depending on the specific place.' According to him, there may be efforts to coordinate between the three old parties against the Rashtriya Swayamsevak Sangh to ensure victory in the constituency of the main leader.
In the 2079 elections, the Congress, UML, Maoists, Unified Socialists, Democratic Socialists and the National Janamorcha formed an alliance. In that election, the Congress contested the election by sharing 91 seats, the Maoist Center 46 seats, the Unified Socialists 19 seats, the Democratic Socialist Party (LOSPA) 7 seats and the National Janamorcha 2 seats. In this election, the Congress won 89, the UML 78 and the Maoists 32 and the Unified Socialists 32 seats.
In this election, the NCP and the Rastriya Janamorcha have only reached an agreement in Baglung-1. It has fielded candidates in 164 constituencies.
The UML and the Progressive Democratic Party have reached an agreement in Rukum West and Dang-2. The UML has supported Janardan Sharma in Rukum West and General Secretary Shankar Pokharel in Dang-2.
What do the party leaders say about the agreement?
UML General Secretary Shankar Pokharel said that he did not see the possibility of an agreement in the run-up to the election. 'I have not seen such a possibility,' he said, in the context of the National Assembly elections, NCP Coordinator Dahal had proposed an agreement in the area of the main leader. He said, 'At that time, Prachandaji had said that 'not only now but also later, we should reach an agreement on the main leader'. Sher Bahadur Deubaji also supported it. After that, the situation within the Congress changed. The same pressure must have been exerted within Prachandaji's party. We have supported Janardan Sharma in Rukum West.'
UML also supported Pralopa's candidate Sandeep Pun in Rukum East, but withdrew it after NCP coordinator Dahal complained, he said. 'At Janardan's request, there was talk of supporting the Progressive Democratic Party candidate in Rukum East.' Prachandaji complained about that,' he said, 'When he said, 'There was a collusion against me,' we said, 'That is not our intention.' We continued with our own candidate.'
Vice President Pushpa Bhusal said that the Congress has no policy of coordinating with any party. 'We do not have a policy of coordinating with any party,' she said, 'We are in fierce competition in all areas.' It is just a rumor that the Congress is coordinating.'
Jhapa-3 candidate and RPP President Rajendra Lingden claimed that there is only a rumor that the UML is coordinating in Jhapa-3 and 5. 'There is no talk of coordinating.' It is easy to win in my constituency,' he said, 'Our candidate is also in competition in Jhapa-5.'
NCP leader Barshaman Pun said that there is no possibility of coordinating with other parties except Jan Morcha. 'The election has come.' All candidates have come to the end of the election campaign,' he said, 'There is no possibility of coordinating in any area now.'
In the National Assembly elections held on 11 Magh, the Congress and the UML formed an alliance. In that election, there were preparations to take the alliance to the House of Representatives elections. However, after the UML refused to reach an agreement with the NCP, the NCP contested the elections separately.
‘When discussing the coordination in the context of the National Assembly elections, the Congress friends wanted us to coordinate with the NCP,’ said UML General Secretary Pokharel, ‘We have already represented the NCP in the National Assembly according to its strength. We were of the opinion that it would be enough if the UML and the Congress came together.’ However, when the Congress asked us to coordinate with the NCP, we agreed, but later complications arose in internal management within the Congress.’
