Middlemen dominate appointments, transfers and promotions: Chief Commissioner Rai

What you should know

Chief Commissioner of the Commission for the Investigation of Abuse of Authority, Prem Kumar Rai, has said that the suggestions given to maintain good governance have not been followed as expected by the concerned parties. He said that the work of the Anti-Corruption Commission is not the only one and the executive machinery of the state is more responsible.

Speaking on the occasion of the 35th founding day of the Authority, Rai said that the Authority will take punitive action against the offenders, but punitive action alone is not the basis for reform for good governance. He also urged that a law be made to bring corruption and irregularities under the guise of policy decisions under the purview of investigation.

Rai said that the Authority has been fulfilling its constitutional responsibility. However, he expressed dissatisfaction that other mechanisms have not been able to do the expected work. He also said that the Commission has also implemented a strategic plan to control corruption and promote good governance. He also said that the latest technology has been used in objective investigation to make the investigation effective.

He also said that people of any political and administrative level have been brought under the purview of prosecution based on facts and evidence. He expressed dissatisfaction saying that the expected cooperation from the concerned bodies was not provided in the investigation. He said that dissatisfaction has increased due to the increasing influence of middlemen in transfers, promotions, ministerial appointments, etc.

He said that good governance can be maintained and the expected achievements in controlling corruption can be achieved only by prohibiting middlemen. He said that the federal, provincial and local governments should be serious about following the law in construction and other areas. He said that irregularities in contracts are a risk area. He said that there is a need for reform due to the entry of middlemen in service delivery and delays in the decision-making process.

He said that areas such as land, foreign employment, immigration, forest, transport, customs administration and others are risk areas and the authority is seriously concerned about bringing those involved in irregularities under control. He warned the concerned parties that the suggestions and reforms given by the Commission for Good Governance have not been implemented as expected.

He also urged the government to enter into reciprocal laws and bilateral agreements with various countries to bring those who hide the money they have earned abroad abroad under the purview of action. He also warned against deviating from official responsibilities in development, construction and service delivery work by pointing to the Commission's investigation and research. Rai said that the trend of rewarding those in power and authority and leaving honest administrators behind should also end.
