First government opportunity for sexual minorities

For the first time, the government has opened its doors to the gender and sexual minority community. The Provincial Public Service Commission, Lumbini, has invited applications for one sexual minority.

The Commission has invited applications from sexual and gender minority communities in the local administration/general administration service for the fourth level of assistant level.

Section 11 of the ‘Provincial Civil Service Act, 2080’ has made special provisions regarding the filling of posts. According to the act, in order to make the provincial civil service inclusive, 49 percent of the open competitive posts have been set aside, and that percentage has been considered as 100 percent and a separate competition has been held among the concerned candidates to fill the posts. Under the same arrangement, the Commission has stated that one percent reservation has been ensured for the sexual and gender minority community.

Sunilbabu Pant, a sexual and gender minority rights activist, said that opening the door to government service targeting this community is a progressive step. ‘It is positive that the community is getting this opportunity two years after the law was passed. The provincial government has come ahead of the central government. The law has been implemented in practice by understanding the essence of the constitution,’ he said. He said that it is a very positive aspect in terms of practicing inclusive democracy as people from the

community will have the opportunity to openly enter government service.
