”It may be a matter of freedom for some friends to hold a factional gathering,” said Congress Provincial President Shahi, ”but such gatherings have no meaning when a decision has been made to hold a regular general convention.”

Out of the 26 general convention delegates of Nepali Congress Jumla, 19 have 'reserved' vehicles and left for Kathmandu on Thursday. 'A general convention was seen as essential to save the Congress,' said Jumla Vice President Karma Budha, who led the team. 'Since the majority of the general convention delegates were in favor of a special general convention, we reserved one vehicle and left for the federal capital.'
Jumla is the home district of Congress Karnali Province President Lalit Jung Shahi. He, however, is in favor of a regular general convention.
In Salyan, 10 people, including District President Kes Bahadur Bista, have signed in favor of a special general convention, while 9 out of 26 general convention delegates from Rukum West will participate, said Khadak Bahadur Dangi, a general convention delegate. According to him, 18 people from Jajarkot had signed.
Nearly 40 percent of the 312 general convention delegates in Karnali are in favor of a special general convention. Earlier, 137 general convention delegates had signed in favor of a special general convention. 9 people from Surkhet and 11 from Kalikot had signed in favor of a special general convention, while central member Karna Bahadur Budha, elected from Dolpa, is also in favor of a special general convention.
Those who expressed dissatisfaction with the selection of candidates for the National Assembly and House of Representatives elections will be added to the special general convention, claims Dangi, the general convention representative from Rukum West. ‘2/4 people have withdrawn, 5/7 friends in almost all districts are dissatisfied,’ he said, ‘Even if they did not sign, they have promised to participate in the special general convention.’ He claimed that the number of participants from Karnali will be reduced by almost 50 percent. General convention representative from Dailekh Basana Thapa said that the atmosphere is building in favor of the special general convention and that the majority of the general convention representatives will participate in the program.
Some general convention representatives who signed for the special general convention have stated that they have withdrawn their names. General convention representative from Kalikot and Tilagufa Mayor Shankar Prasad Upadhyay said that he signed to put pressure for a regular general convention.
‘We had signed the agreement to see if the Congress would improve,’ he said, ‘but since there was a risk of the party splitting, we decided not to attend the special general convention.’ Congress provincial president Shahi claimed that according to the party’s statute, a gathering called by a specific individual without a meeting of the central working committee would not be official.’ ‘It is possible to hold a factional gathering, that may be a matter of freedom for some friends,’ he said, ‘but such gatherings have no meaning when a decision has been made to hold a regular general convention.’
