Jhapa is the district with the highest representation in the proportional closed list submitted by the CPN-UML to the Election Commission.

According to UML Jhapa District Office Secretary Chhabilal Bishwakarma, Jitu Darji Gautam, who was included in the closed list from the Dalit male cluster, has previously been elected as an MP from the proportional quota and became the Minister of State for General Administration, and is also a member of the Constituent Assembly.
