The CPN-Maoist has submitted a 13-point memorandum to President Ram Chandra Poudel, including a proposal to form an all-party interim government and amend the constitution.

A team led by General Secretary Nekravitram Chand, including spokesperson Khadga Bishwakarma, submitted a memorandum on Wednesday, urging the fulfillment of their demands within 10 days. Spokesperson Bishwakarma said that the memorandum was submitted because the President is the head of state.

‘The current interim government should be dissolved and an all-party interim government should be formed,’ the memorandum says, ‘The constitution should be amended in accordance with the spirit of the Gen-G rebellion and using the principle of necessity adopted in special circumstances.’

The Maoists have stated that the country is at a crossroads, whether to go towards elections or struggle.

‘Even though the government thinks that the election will be held easily, the situation is not like that,’ the Maoists have said, ‘If the sentiments of the people, progressive political proposals and the voices of the generation are not listened to in time, the situation cannot be said not to become explosive again.’

The Maoists demand that the constitution be rewritten by incorporating the demands of the dissatisfied classes, castes, genders, regions, communities and youth, including from the drafting of the constitution.

‘The state should be restructured in accordance with the new constitution. The restructuring of the state should be done in a socialist federal structure with priority,’ the memorandum says.

It has demanded an impartial investigation into the shootings and destruction that took place on Bhadra 23-24 and strict action taken against the guilty.

It says that the selection of the chief executive should be done through direct elections for political stability.

The state should form a high-level land commission to investigate impartially, and provide land to the actual squatters to ensure their livelihood. 

The Maoists demand that a high-level civil commission be formed to investigate corruption impartially, a powerful court be formed to hear cases against the corrupt, and the assets of the corrupt who embezzle state property be nationalized and life imprisonment be imposed. 

‘In the unstable political situation, the imperialist interference in the country’s independence and sovereignty should be stopped and strict action should be taken against the intruders,’ the Maoists have said. 

The memorandum calls for stopping the imperialist cultural interference in the Nepali original folk culture.
