Former MP and constitutional expert Radheshyam Adhikari has said that restricting the major leaders of political parties from moving from one place to another will not create an environment conducive to elections.

Prime Minister Sushila Karki, in a discussion with political parties and civil representatives on the law and management of the election of members of the House of Representatives and a presentation program by the Ministry of Home Affairs and the Election Commission, senior advocate Adhikari expressed the view that leaders should be asked to make statements but the location limit should be removed.

On the recommendation of the commission formed to investigate the incidents of Bhadra 23 and 24, the government has imposed a location limit on UML Chairman and former Prime Minister KP Sharma Oli, Congress leader and former Home Minister Ramesh Lekhak, and others, preventing them from leaving the Kathmandu Valley.

Adhikari said that location limits should not be imposed on leaders to create an environment for elections in the country. 'If leaders are asked to make statements, when will they be asked? They will be asked, but asking the main leaders of the party to go to the elections with location limits is like asking them to play fetch with their hands and feet tied,' he said.

The official said that the government should understand that elections should be held with the participation of political parties. He suggested to Prime Minister Karki to hold a dialogue with political parties.
