Kumar, also known as Bishwakranti and Devraj Lama, was arrested by a Central Investigation Bureau (CIB) team from Kapan on Tuesday. A CIB officer said that a team led by CIB DSP Dharma Bhandari arrested him.
He was earlier arrested in the case of a bomb blast at the gate of Nepal Oil Corporation in Babarmahal on 15 Falgun 2068. While in the central jail, he was released on the occasion of Democracy Day in 2076 BS.
He was arrested after he was found absconding in another explosives-related case at the District Police Office, Panchthar, said CIB SSP Shiva Kumar Shrestha.
