The government has intensified dialogue with the old political parties to create an environment for the elections. But the Gen-G group, which previously strongly supported the government, is starting to take a different stance.
Although not seen on the streets on 23 Bhadra, Miraj Dhungana, a leader who played a role in the Gen-G movement, has been protesting at Singha Durbar, saying that he was not able to meet the Prime Minister, while Sudhan Gurung of 'Hami Nepal' has been expressing dissatisfaction with the government's working style and saying that elections cannot be held in the current situation.
Gen-G Pradeep Gyawali, Aakriti Ghimire and Arun Katuwal have also expressed their dissatisfaction with the Prime Minister, saying that they were removed when they demanded the resignation of Prime Minister Sushila Karki's personal secretary Adarsh Shrestha after his wife was appointed as a joint secretary. Gen-G leader Dhungana was arrested at the gate when he went to Singha Durbar on Tuesday to meet Prime Minister Karki.
The Dhungana group is dissatisfied with the government not even allowing them to meet Durga Prasai, who had been protesting for a change in the system, for talks.
‘In the current situation, the death of so many scoundrels and Gen-G friends during the election cannot be justified,’ Dhungana told Kantipur, ‘What is the solution to that? Gen-Gs who have forgotten what achievements are are now with the government.’ Stating that both Prime Minister Karki and his personal secretary Shrestha did not pick up their calls, Dhungana said that the discussion stopped after he expressed some different views in the all-party meeting.
‘I had tried to submit a 9-point memorandum to the Prime Minister, I had already put 7 points in the all-party meeting,’ he said, ‘But, he did not even try to meet, he is only trying to sway Gen-G.’
A source in the Prime Minister’s Office says that Dhungana has been harassing him by constantly bringing up the same issue. ‘There is not just one group of Gen-G, how can it happen when they always bring up the same issue?’, said an office source, ‘On top of that, all parties have been clearly told that political issues should be resolved through elections.’
However, Gen-G leader Sudhan Gurung accuses the government of not even doing what it can do in the current situation.

After 6 months, after this government falls?’ He asks.
Even though this government is the government they formed, it is not something to praise if it does not do a satisfactory job. ‘The Home Minister had earlier said that if we could not do the work, he would leave in 3 months, if we could not do the work, he said that he would not stay,’ he says, ‘But, there is a complete difference between the Home Minister’s words at that time and the work being done now.’
He says that even though it was difficult to arrest those in power at that time, the government did not move in that direction when no one was stopping them from taking action against those involved in corruption and opening some files.
‘I have lost faith in those who speak smooth language, the Home Minister also had to speak like that,’ he said, ‘After 24 Bhada, when he went as an advisor to Gen-G, he did not let me raise the issue of constitutional amendment, he said that the Prime Minister would sort everything out . However, his legal advice at that time was wrong . That is why everyone is suffering now .’
He said that if such advice had not been given at that time, there would have been an agreement on amending some of the provisions of the constitution . Stating that he saw that the old party would benefit from going to the election in the current situation, he said that the government should have done some work before that .

Sudhan Gurung ‘Otherwise, what is the point of just having an election ?,’ he said, ‘However, we are working towards bringing all the parties that are outside together and creating a force that can now amend the constitution .’
Nepal Gen-G Front has a different opinion on this . Organization member Yujan Rajbhandari says that their responsibility is to support the government along with asking questions .
‘No one should be outside the question, but that does not mean that they will not support the government,’ he said, ‘As far as the dissatisfaction of some friends is concerned, it seems that the government is resolving it through dialogue.’
Although the government should listen to the voices of all parties, he says that even Gen-G representatives should not do anything that creates protests and tension . ‘However, if the agreement we have proposed with the government regarding the mandate of the Gen-G movement is implemented, many dissatisfactions will be resolved,’ he said, ‘We are waiting for that.’
Prime Minister Karki had also discussed this issue with some Gen-G leaders on Friday. The details released by the Prime Minister's Secretariat about the discussions state that the talks were held on 'finalizing the agreement to be reached between the government and the protesters'.
After lengthy discussions on behalf of the Gen-G group, the Gen-G Movement Alliance, The Council of Gen-G (Sudhan Gurung Group) and Nepal Gen-G Front submitted a draft agreement on 28 Kartik.
The draft stated that those who lost their lives due to police brutality from 23 to 25 Bhadra should be declared martyrs and interim relief and free health treatment should be ensured to the injured.
It was also stated that an independent commission should be formed to address the demands of the injured families. It has also been mentioned that all those on the then government side should be recommended for prosecution and punishment based on the recommendations of the Gauri Bahadur Karki-led commission formed to investigate the incidents of 23 and 24 Bhadra.

Yujan Rajbhandari The draft outline also states that if the government has arrested and prosecuted protesters for any incident other than a heinous crime, they should be immediately suspended, released from detention, and investigated by a separate judicial commission.
‘We have also proposed ending the partisanship of public institutions and appointments based on party participation, ensuring free, fair, peaceful and fearless elections, and forming an independent and high-level constitutional amendment suggestion task force for constitutional reform,’ says Bhandari. ‘We have also mentioned in the blueprint full proportional inclusion and participatory representation, transparency, freedom of expression and digital freedom, and monitoring of the implementation of the agreement.’
According to Bhawana Raut, who participated in the discussion held by the Prime Minister on Friday, the employee mechanism has proposed that the language be adjusted on some issues in the draft that was submitted collectively.
‘The Chief Secretary has also said that some legal and linguistic matters need to be settled, and they will complete them by Sunday afternoon and give them to us,’ she said, ‘This agreement is also about institutionalizing the Gen-G movement. As long as this work is not done, it will be difficult for Gen-G, so we are asking for it to be done soon.’
Gen-G is demanding that the President also provide protection in this agreement with the government.
In a meeting with Gen-G leaders, Prime Minister Karki has instructed the employees to finalize the agreement soon.
