The temporary police force to be recruited for the upcoming House of Representatives member election security will be identified as the ‘Election Police.’ While security personnel recruited for a fixed term for election security in the past were referred to as ‘temporary police’, this time they have been renamed ‘Election Police’ instead of temporary police.
Spokesperson of the Ministry of Home Affairs Ananda Kafle said that the recruitment of personnel under the leadership of Nepal Police under the election security is being given the identity of the election police.
‘The process has been taken forward to recruit the election police with a term of 40 days after naming them as the election police instead of the temporary police,’ Spokesperson Kafle told Kantipur. ‘The name is not everything, but when the election police are replaced with the temporary police, a kind of belonging and the identity of the work for which they are deployed is also reflected, so this time the recruitment is being done with a term of 40 days.’
For this, the draft of the ‘Election Police Recruitment, Selection, Appointment and Mobilization Standards-2082’ is being prepared by the Police Headquarters, according to the Ministry of Home Affairs. The election police will be deployed under the police from the selection of the election police to the counting of the term of work until the results of the votes are announced. The security personnel deployed in this way will receive remuneration according to the basic salary scale of a police constable, while the constable will be given ration allowance according to the scale they receive in the district. As per past practice, they will also be given clothing allowance and travel allowance.
The government is preparing to recruit about 130,000 'election police' for the upcoming elections. According to the Ministry of Home Affairs, 115,000 temporary police were recruited for the security of the 2079 House of Representatives and Provincial Assembly member elections. About 100,000 temporary police were recruited in the local level elections held in the same year. Before that, about 98,000 were recruited in the 2074 House of Representatives and Provincial Assembly member elections, 75,000 in the same year's local level elections, and 45,000 temporary police were recruited in the second Constituent Assembly elections held in Mangsir in 2070.
According to the Ministry of Home Affairs, preparations are underway to deploy about 325,000 security personnel for the upcoming election security. It has been decided to mobilize about 79,000 Nepali Army personnel, about 72,000 police personnel, and 33,000 Armed Police Force personnel. This has been approved by the Central Security Committee and the National Security Council.
Under the ‘Integrated Security Plan-2082’, the army, police, armed police, national investigation department and temporary police will be mobilized. The remaining manpower will be recruited as election police. On Thursday alone, President Ram Chandra Poudel, on the recommendation of the Council of Ministers, has approved the mobilization of the army for election security. The army headquarters is preparing to deploy the army in the field for election security from the last week of Mangsir.
According to the Election Commission, about 800,000 new voters have been added in the upcoming elections compared to Mangsir 2079. Keeping the new voters in mind, the commission has made changes to the previous polling stations and added 168 polling stations. Now, with this, 10,967 polling stations have been established across the country. With the cancellation of 93 polling stations out of those established earlier, the increased polling stations will be 75.
Based on the additional polling stations and security risks/challenges, the number of election police is also expected to increase compared to the previous ones, and a security action plan has been prepared accordingly, according to home department officials. In the last House of Representatives election, 18.168 million voters were registered to vote. This time, 837,092 new voters have been added, bringing the total number of voters to 19,05,322.
Now, it has been decided to mobilize the security mechanism based on the number of voters, polling stations, classification of polling stations as highly sensitive, sensitive and normal in terms of security challenges, security situation of the district and area, activities of various groups, etc.
