The tendency to seek unfair benefits from employees has tarnished the reputation of the civil service: Chief Secretary Aryal

Newly appointed Chief Secretary Suman Raj Aryal has emphasized on making public services efficient and citizen-friendly. Delivering a written speech during his inauguration at Singha Durbar on Wednesday, Aryal said that he will strive to make the administrative mechanism development- and result-oriented.

He pledged to selflessly enhance the reputation of the civil service to fulfill the responsibilities received in challenging circumstances and said that it would be established as the main stream of good governance, service delivery and development.

Discussing that he took over the leadership when the country was in a sensitive situation, he said that the past practice of 'this is how it is', that is, 'whatever you do, it will happen' regarding the completion of administrative work should be abandoned.

Defense Secretary Aryal was appointed as the Chief Secretary by the Council of Ministers on Monday. He was the first in the competition of four people. Aryal, from Jorpati, Kathmandu, is known as a person without controversy. In the 29-point written statement he made public after assuming the post, it is mentioned that the entire civil administration is in a declining state in the eyes of the people due to the deterioration in the working style and character of the employees.

The speech states, ‘The tendency to shift responsibility, evade and blame others, and seek undue financial benefits by influencing politics, rules and regulations or administrative matters has tarnished the reputation of the civil administration.’

Stating that politics and administration complement each other for prosperity and good governance, Aryal said that the role of civil administration will be important in the implementation of federalism. He has put forward a separate 25-point plan as a guideline for secretaries and all civil servants to be followed in the course of their work.

According to the proposal, he has mentioned in a written directive that the Results Management Division in the Council of Ministers’ Office will regularly monitor the progress of work and provide information to the Prime Minister on whether the specified results have been achieved or not.

In line with the spirit of the Gen-G movement, Aryal has announced that in order to maintain good governance, institutional development, service delivery and corruption control should be focused on, and he has announced that he will continue the work put forward by the previous Chief Secretary and adopt 'zero tolerance' against corruption.

He has put forward a plan to establish inter-connection between the online services of government offices and make arrangements so that service recipients do not have to submit documents submitted once to one office again to another.

He has expressed the view that the tendency of not taking timely decisions within the scope of responsibility and authority should be ended, and he has said that everyone should play an active role in ensuring the completion of the upcoming elections by maintaining coordination between the security agencies and the civil service.

Aryal said that everyone should play an active role in ensuring complete security in the country, updating the voter list, making necessary improvements in the election-related procedures and guidelines, and creating an environment for peaceful participation in the elections.

He said that incentives and punishments would be provided to the employees and directed the secretaries to give high priority to good governance, corruption control and service delivery.

He said that the Office of the Prime Minister and the Council of Ministers would be upgraded and developed to establish it as a center of excellence.

The outgoing Chief Secretary Ek Narayan Aryal had also put forward plans for administrative reform. But he could not complete them as expected. Mainly due to the lack of the Federal Civil Service Act, it has been difficult to implement some issues.
