Israel has sent two additional draft protocols to Nepali agricultural students seeking long-term employment in the agricultural sector and home-based caregivers for five years.

Two more protocols and one amendment are being made under the labor agreement between Israel and Nepal. Israel only has a protocol for sending auxiliary workers to long-term care centers (Betaboodh). A draft with amendments has also been sent to it.

‘We now have three draft protocols sent by Israel. One is to provide care to the elderly in hospitals (Betaboodh) and the previous protocol has been further amended. The second is to provide employment to agriculture students and the third is to provide employment to caregivers living at home,’ an official from the Ministry of Labor told Ikantipur, ‘Two of the three protocols are new.’

According to the Ministry of Labor, Employment and Social Security, all three protocols have been discussed and have reached the Council of Ministers for approval. ‘We have already had the necessary discussions on this.’ The Cabinet Bill has been sent to the committee for its final preparation. If it is passed, the signing process will move forward.'

According to the Ministry of Labor, the recruitment process of workers will be moved forward through the government mechanism in all three sectors. Israel has proposed to employ agricultural students going to Israel as workers in the agricultural sector under the Learn and Earn program. The Learn and Earn program lasts only 11 months. So far, three thousand students have gone to Israel under this program. 'There is a proposal to convert the Learn and Earn program into long-term employment after completion. Which is sustainable employment for Nepali students,' the official said.

Similarly, Israel has proposed to provide employment in the field of caring for the elderly and physically disabled while staying at home. Nepalis had started going to this sector since 2007. Nepalis who had reached work at that time are still working at home. But after the company closed down due to financial exploitation, new workers have not been able to go. Currently, there are about 5,000 Nepalis working in Israel. For the past four years, they have only been going to the training camp. A year ago, 2,121 people were selected for the training camp. Of these, 800 have already gone.
