The government has finalized the draft of two separate National Action Plans-2082 for the winter season, targeting snowfall in the Himalayan/high hilly areas and cold waves in the Terai.

The National Disaster Risk Reduction and Management Authority under the Ministry of Home Affairs has finalized the draft of two national action plans after discussions and opinions with all stakeholders. For this, Home Minister Om Prakash Aryal has directed the authority to carry out the necessary preparatory work to reduce the risks caused by cold waves and snowfall as soon as possible.

The Authority's Executive Committee, chaired by Home Minister Om Prakash Aryal, is preparing to approve the prepared action plans, informed Chief Executive Officer (CEO) of the Authority, Dinesh Prasad Bhatta.

The action plan has highlighted that 29 districts in the Himalayan and high-hilly regions are at high risk of possible snowfall, and special precautions have been made public in those districts and special strategic action plans have been made public to reduce the risks caused by snowfall.

Similarly, the action plan mentions that a total of 21 districts may be more affected by the cold wave. Under which, Jhapa, Sunsari and Morang of Koshi, eight districts of Madhes - Saptari, Siraha, Dhanusha, Mahottari, Sarlahi, Rautahat, Bara and Parsa will be most affected by the cold wave.

Similarly, Nawalparasi (Bardaghat Susta East) of Gandaki Province, Nawalparasi (Bardaghat Susta West) of Lumbini Province, Rupandehi, Kapilvastu, Dang, Banke and Bardiya will be most affected by the cold wave, while Kailali and Kanchanpur districts of Sudurpaschim will be most affected. Similarly, Udayapur, Makawanpur, Sindhuli and Surkhet districts will be least affected.  

According to the authority, this is the first time that a national action plan targeting snowfall and cold wave has been issued. Its objective is to minimize the potential damage caused by snowfall and the impact on public life through coordination, cooperation and participation of all stakeholders.

According to the authority, the Himalayan and high hilly districts of Nepal are generally affected by heavy snowfall from Mangsir to Falgun, and the Terai districts are more affected by cold waves.  Similarly, Dolpa, Jumla, Mugu, Humla and Kalikot districts of Karnali Province and Bajura, Bajhang, Darchula, Baitadi and Dadeldhura districts of the Far West are expected to be most affected by snowfall.
