The secretariat of Urban Development Minister Kulman Ghising has stated that the government's commitment to the local residents affected by the Bancharedanda landfill site to dispose of waste in the Kathmandu Valley has been implemented.

After the obstruction in waste disposal, Minister for Energy, Water Resources and Irrigation, Physical Infrastructure and Transport and Urban Development Ghising visited the landfill site on 16 Kartik and pledged to fulfill the demands that could be met immediately within 15 days. It was announced that some locals would block the disposal of waste as the demands had not been met.

Minister Ghising telephoned the protesters on Tuesday and urged them not to obstruct waste disposal and to withdraw all protest programs as the points made in the commitment had already been implemented.

As per the demand of the locals, lighting has been installed at the landfill site for night-time waste management. Similarly, as per the commitment, a facilitation committee has been formed under the coordination of the Secretary of the Ministry of Urban Development, comprising the Mayor of the affected Dhunibesi Municipality, the Chairman of Kakani Rural Municipality, and the Chief Administrative Officer of Kathmandu Metropolitan City. The committee has prepared a progress report on the implementation of the agreements made in the past.

The compensation and indemnity committee has written to the Kathmandu Metropolitan City to distribute compensation to those affected in Dhading and Nuwakot, which are close to the landfill site, as per the method adopted in Sisdol for the time being.

While Kathmandu Metropolitan City used to distribute Rs 6.5 million annually for compensation, the budget has been increased to Rs 11 million for the current fiscal year.

The Urban Development Department has signed an agreement with a consultant to conduct an initial environmental assessment (IEE) to use a separate road through the park to transport waste. The ministry has stated that bids have been invited for the upgrading of 4 different road sections in the landfill-affected area and are in the evaluation phase.
