25 central members of the Nepali Congress's founding faction have collectively called for the 15th General Convention to be held within Mangsir 2082.

Even after the office bearers and members finished speaking at the meeting of the Congress Central Working Committee, when the party's decision was yet to be taken, they drew the attention of the leadership and demanded that the general convention be held before the elections.

They believe that a regular general convention is the only reliable way for the party to overcome the current political turmoil, ideological instability, and public suspicion towards the leadership. In the letter issued by 25 central members, they have emphasized the need to immediately terminate the active membership and proceed with the general convention process as per the statute.

At a time when political uncertainty is increasing in the country, the Congress needs to prove its alternative leadership capacity, organized thought, and institutional strength, they said, 'It is impossible to build a credible image among the people outside without establishing ideological clarity and organizational unity within the party.' They have interpreted the statement made by President Deuba on Asoj 11 regarding ‘unity, scientific structure and general convention according to the statute’ as a positive signal and said that the main responsibility now is to put that commitment into practice.

The collective proposal of the central members also includes the idea that the renewal and distribution of active membership should be finalized within a certain time frame, the internal election committee should be completed immediately, and the effective participation of women, Dalits, indigenous peoples, Madhesis, Muslims, backward communities and people with disabilities should be ensured in the upcoming structure. They have also argued that the party’s upcoming candidate selection process should be decided on the basis of contribution, ability and morality, not economic influence or pressure from vested interests.

This view, collectively presented by Rajendra Kumar KC, Bharat Kumar Shah, Arjun Prasad Joshi, Pushpa Bhusal, Karna Bahadur Budha, Ganesh Lama, Angelu Sherpa, Dila Sangraula, Udaya Shamsher Rana, Nanu Bastola, Dhana Khatiwada, Abdul Razzaq, Devendra Raj Kandel, Yogendra Chaudhary, Gopad Dahit, Bahadur Singh Lama, Dilman Pakhrin, Abdul Sattar, Mohan Acharya, Amrit Aryal, Zipchiring Lama, Ramjanam Chaudhary, Champadevi Khadka, is one of them. Narayan Bahadur Karki has also expressed support for this demand.

Their conclusion is that the Nepali Congress should immediately move towards the general convention process without any excuses to fulfill the responsibility given by history, re-establish the trust of the people, and lead the country on a stable democratic path.
