The government has activated district-level mechanisms for registering complaints and grievances related to metered bills, following the formation and abolition of three commissions on unfair transactions (metered bills). The Ministry of Home Affairs has activated the mechanisms by issuing a circular to all district administration offices.

A district-level mechanism has been activated in all 77 District Administration Offices under the coordination of the Assistant Chief District Officer, with the Deputy Superintendent of Police or Police Inspector of the District Police Office and a representative from the District Government Attorney's Office.

Home Minister Om Prakash Aryal had directed the ministry and its subordinate bodies (ZPR) to form a district-level mechanism and activate it to resume the work of complaints and grievances on unfair transactions (meter badges), which had been inactive after the expiry of the commission's term. The last of the three commissions was chaired by Baburam Regmi.

The members of the commission included Bharat Bahadur Bohara and Badri Prasad Bhattarai. The commission led by Regmi was formed on Falgun 26, 2081 and started functioning on Chaitra 13. The circular issued by the Ministry's Deputy Secretary Prem Prasad Dahal states, "Since it has been observed that such districts become inactive in some districts after the expiry of the commission's term, it has been requested that the district committee should continue to perform its work effectively."

On 12th July 2080, the Federal Parliament has made meter badge trading a criminal offense by adding Section 249 'A' to the National Criminal Code, 2074 BS.

According to the latest complaints received by the Regmi Commission (as of 12th Asar 2082 BS), out of a total of 41,409 complaints registered from 43 districts, 6,393 complaints and grievances have been resolved, while 35,16 complaints are yet to be resolved, as mentioned in the Regmi Report.
