Malaysia has set 10-point criteria for manpower companies sending workers from five source countries, including Nepal. Now, workers will not be hired from manpower companies that do not meet the specified criteria.
Malaysia has sent a letter to the governments of Nepal, India, Bangladesh, Pakistan and Myanmar, the source countries supplying unskilled workers, on Monday, requesting them to send a list of manpower that meets the specified criteria by Kartik 29 (November 15).
The Malaysian Ministry of Foreign Affairs sent the letter to the government through the Nepali Embassy in Kuala Lumpur. ‘The Malaysian government has agreed to rationalize the number of private manpower companies permitted to recruit and deploy workers from Nepal to Malaysia,’ the Malaysian diplomatic letter said. ‘This policy is believed to make a great contribution to further strengthening the practice of constructive and decent labor migration between the two countries.’
Malaysia has stated that the manpower selected must meet 10 criteria. The criteria include having a license for 5 years, having sent at least 3,000 workers within 5 years, having sent workers to at least three countries, having an office spread over 10,000 square feet, having a certificate of good character of the manpower company operator, not being involved in forced labor, human trafficking, violation of labor laws, currency embezzlement and other economic crimes.
The letter states that the Malaysian Ministry of Human Resources will review and select only after Nepal lists and sends the manpower that meets these criteria. ‘The Ministry of Human Resources will select the manpower that meets 10 criteria based on their qualifications,’ the letter states.
Malaysia has been partially recruiting workers from source countries, including Nepal, for two years. The manufacturing sector, which sends the most workers, has not recruited workers for two years. The labor agreement between Nepal and Malaysia has not been renewed since Kartik 12 last year.
The Ministry of Labor, Employment and Social Security has stated that it has not received an official letter. "We have not received the letter. The Nepal government will take a decision after receiving the letter," said an official from the Ministry of Labor.
