It has been found that 148 ropanis and 15 aanas of land belonging to the affiliated (government) campus in Kathmandu Valley under Tribhuvan University has been embezzled.
The government-formed Tribhuvan University Land and Immovable Property Search Committee conducted an on-site inspection of 18 out of 22 campuses in the valley and searched for land. Of these, about 150 ropanis of land was found to be encroached on in 7 campuses. The committee also stated that there is 1,253 ropanis of land in the affiliated campuses in Kathmandu, Lalitpur and Bhaktapur.
The report submitted to the government by former Joint Secretary Mahendra Kumar Thapa points out that 69 ropanis and 14 anas of land of the Medical and Nursing Campus under the Institute of Medicine (IOM) has been embezzled. The report states that 60 ropanis of Tokha, about 5 ropanis of Hattigaudha in Budhanilkantha and 4 ropanis and 14 anas of Sindhupalchowk Chautara, which the government has given for use, have been used by other bodies. It has been recommended that action be taken against the guilty after investigating the matter.
The committee has stated that the teaching hospital under IOM, Manmohan Cardiovascular Thoracic Vascular and Transplant Center, BP Koirala Eye Study Center, Dean's Office, Maharajgunj Nursing and Medical Campus are being operated without land ownership certificates. Although the Council of Ministers decided to give 162 ropanis of land in the name of the Nepali Army in Maharajgunj to the proposed teaching hospital in 2039 BS, it is not clear whether the land has been transferred or not. The committee has also suggested that the government take a decision on whether the ownership of the land will be transferred or not.
The land search committee has also raised questions about the lease of 30 ropanis of land by the Sanothimi Campus. Although the campus stated that the 30 ropanis of land was recently given under contract for planting crops, the committee has concluded that it has been leased for years during the study. ‘Although it was found during the investigation that it had been leased for years, the campus administration showed that it had been leased only recently, so further investigation should be carried out by TU. Whether or not it was done in accordance with the law on lease and rent,’ the report states. The committee has pointed out that 23 ropanis of land of Trichandra Campus have been embezzled. The committee has stated that records have been found that 37 ropanis 4 anas of land in Ghantaghar, 2 ropanis 10 anas in Benighat, Dhading, and 2 ropanis 8 anas in Tinau, Palpa, have been found in the name of Trichandra Campus. However, since the campus administration received the issue of 23 ropanis of land being different during the recent land registration, it has been suggested to proceed with the investigation. ‘Land was also found to have been encroached upon in Ghantaghar. It was found that the plot number of the land in Palpa was different, and there was a dispute over the construction of the building. The status of the land in Malekhu has not been confirmed,’ the report states. The committee has suggested that the University and the campus should proceed with the search for the land.
During the search for the university's land, the committee has found 21 ropani 11 aana of Minbhavan Campus lying idle along with Pulchowk Engineering Campus in Lalipur. The Land Revenue Office Lagankhel has provided the land where the campus is located, and has suggested that the campus contact the office and obtain the landowner's certificate as per the rules. It has recommended that the survey office conduct a technical survey to indicate the physical presence of the campus on the land and fence it and take it under its control immediately. The committee has suggested that action be taken to recover the rent since the campus has rented 20 shutters in Minbhavan since 2078 Kartik at Rs 6,750 per shutter. 'The matter of financial loss to the campus due to non-payment of rent till now should be investigated and investigated by the concerned body to ascertain whether it was due to the negligence of the person concerned and action should be taken as per the prevailing law,' the report said.
The committee has pointed out that 2 ropanis of land in Public Youth Campus Dhaubitchaur has been embezzled. Although the master plan of the campus shows 10 ropanis 7 aanas of land, only 8 ropanis 4 aanas of land is shown in the landowner's certificate. 'The eastern boundary of the campus is not clear.' It was found that 5 houses have been living on the land on the south-west border since the past by paying minimum rent to the campus. The committee has also stated that at least 1/1 ropani of land has been embezzled in Patan and Amrit Campus (Askal) Lainchaur. According to the report, although the initial survey of Amrit Campus mentioned 7 ropani 4 aanas of land, only 6 ropani 4 aanas are mentioned in the title deed received on 2056 Poush 8. The campus administration has suggested that this matter should be investigated and confirmed. ‘It was found that there is 18 ropani 6 aanas of land in plot number 348 of the campus in Lainchaur, including 6 ropani 4 aanas and 12 ropani 2 aanas in plot number 303. Out of which, land in plot number 348 was found to be missing,’ the report says.
The committee has stated that the Patan Joint Campus has misappropriated 1 ropani 6 aanas of land received from Rani Jagadamba in Pulchowk. Although it appears that 10 ropani 9 aanas and an additional 1 ropani 6 aanas of land were received from Rani Jagadamba, the report points out that the status of the 1 ropani 6 aanas of land mentioned in the title deed is unknown. It has been suggested that a search should be conducted to determine where and by whom the land is being used. The committee has stated that the campus is yet to obtain the land ownership certificate for 29 ropani 4 aanas of the 46 ropani 6 aanas of land acquired from the government in 2026 BS. The committee says that despite submitting an application to the Land Revenue Office in 2057 BS, the matter has not been resolved yet. The Patan Campus has recommended that TU conduct further investigation, pointing out irregularities in the land leased to the Vishal Bazaar Multicomplex.
