Arrests have begun for those involved in 'criminal activities' during the protests on Bhadra 24. Not only did police action slow down after the Ministry of Home Affairs instructed the Chief District Officers of 77 districts not to arrest protest participants, 58 people detained in Kathmandu were released on bail.

 

However, the action process has moved forward after the Gauri Bahadur Karki Commission clarified the statement issued by the ministry on 9 Asoj saying that ‘the regular mechanism of the government will not take immediate action on matters falling within the scope of the commission’. 

Commission member Vigyanraj Sharma had clarified on 21 Asoj that there was no need to wait for the commission’s report to investigate and take action against those involved in criminal offenses through the government mechanism. After different statements were issued by the commission and the ministry, police officials also held discussions in the ministry.

They were of the opinion that action should be taken to boost morale as even police officers were being chased and beaten during the protest. In such a situation, the ministry officials had corrected the instructions by saying ‘not to arrest them just for going to the protest by looking at the CCTV’. After this, the police, which has started the investigation again, has also started the process of registering cases against those who were previously released. 

The person in the viral photo of him brandishing a gun on 24 Bhadra was arrested by the police on Wednesday. The Valley Crime Investigation Office has arrested Raju Pariyar, known as Samrat, who stole a police SLR from the Supreme Court and is seen walking around showing it off. 

According to SSP Ramesh Basnet, the police had been searching for him since the movement after analyzing the technical aspects. According to the police, after his arrest, Pariyar gave a statement to the Supreme Court that he had taken the weapons left by the police on duty. ‘He said that he had handed over the weapons to the Nepal Army, but no evidence of that was found,’ said another officer involved in the investigation, ‘It seems that more needs to be investigated.’

According to the police, a case of murder was filed against him in Kathmandu on 20 Magh 2064 and in Lalitpur on 14 Asoj 2070. Later, on 13 Poush 2075, he was also made a defendant in the crime of fraud.

According to SP Kazi Kumar Acharya of the office, a case was registered against him through the Police Circle, Maharajgunj on 17 Paush 2079 for banking offense, Lalitpur Police on 7 Shrawan 2080 for fraud, 10 Bhadra 2065 and 13 Paush 2075 for indecent behavior, and 19 Baisakh 2071 for fraud through the Police Circle, Swayambhu. He had created chaos by participating in the second day of the protest. ‘It seems that many such repeat criminals took advantage of the opportunity to take to the streets on the second day of the protest,’ said an officer.

The District Police Range, Kathmandu, on Wednesday, also arrested Arjun Bahadur Shahi on charges of threatening an employee by calling him Gen-G. According to Valley Police Chief Dan Bahadur Karki, he was taken under control for investigation after receiving complaints about his activities. He had been meeting and interrogating the heads of various government offices, saying that he would submit a memorandum after the Gen-G protest. Civil Aviation Authority and Nepal Airlines Corporation employees had complained about his activities. 

He used to visit offices with YouTubers and demand the resignation of employees. Later, when Shahi was investigated, it was revealed that he was also accused of foreign fraud and banking crimes. He was arrested by the Valley Crime Investigation Office on April 28, 2005, on charges of fraud, saying he would send him to Korea. 

After the police arrested him and handed him over, while the Foreign Employment Department was investigating, there was another complaint of banking crimes against him at the Police Circle, Maharajgunj. It has been found that the investigation officer wrote a letter to the department asking him to hand over Shahi in case he was released. At that time, Shree Krishna Phuyal, who filed the complaint, also said that he had taken his studio belongings and lost contact.

‘At that time, they had given two checks of Rs 180,000 and Rs 200,000 and said they would return the rest,’ said Phuyal. ‘When I went to the bank on the day of exchanging the checks, there was not a single rupee, then they told me to leave, saying they were going to hold a terrible event in Korea.’ Phuyal said that he did not return the money even after repeated requests. Shahi had also become a candidate in the by-election held in Ilam 2 and received 55 votes.

A case has been registered in the court on Wednesday against Yubaraj Kyapchaki, 28, a permanent resident of Kavre and Baluwatar resident of Makawanpur, and Budhilal Thing alias Sonam Tamang, 21, a resident of Chandragiri, on charges of involvement in the murder of ASI Milan Rai and Jawan Uttam Thapa in the Maharajgunj Police Circle. Based on the report submitted by the police with an opinion, the District Attorney’s Office, Kathmandu, has filed a case against both of them, demanding punishment for the crime of causing death and criminal nuisance. 

According to the police, police constable Thapa, who was posted in Maharajgunj, was dragged out of the office. Then, he was brought to the corner of the inner road behind Bhatbhateni Super Market and indiscriminately attacked with sharp weapons including sticks, iron rods, bricks, stones and other weapons with the intention of killing him. He was also treated humiliatingly after being seriously injured. 

According to the call detail records collected by the police, Yuvraj is seen in the Bishalnagar area at 6:47 am, Kumari Marg from 8:54 to 10:15 am, Uttar Dhoka at 11:37 am, Kumari Marg near the roundabout from 12:15 to 5:26 pm, and around Narayangol Chowk from 6 to 7 pm. In his statement given to the police in the presence of the government prosecutor, another accused, Tamang, has also confessed to the crime. 

ASI Hom Bahadur BK, working in Maharajgunj, has stated that he saw protesters dragging Assistant Inspector of Police Ray and Jawan Thapa and beating them from the office premises. ‘I and my friends were staying on the top floor of the office building that was set on fire, and were later rescued by a Nepal Army helicopter,’ he said.

BK is the same police officer who had called the chief of the Valley Police Office on the police communication set, saying, ‘There are policemen dead on the road outside, how can we save them, sir?’ Later, he had said in a panic that he was going to die within 5 minutes and asked everyone to give their last breath. Later, he and his companions were rescued and admitted to the Nepal Police Hospital. On 24 Bhadra, Police Assistant Sergeant Amrit Gurung was also killed in the Koteshwor Police Division.

Police arrested 22-year-old Indian citizen Neeraj Poddar, 27-year-old Laxman Thami, a resident of Dolakha, and 27-year-old Sajan Tamang, a resident of Kathmandu, for entering the Valley Crime Investigation Office in Teku and vandalizing and setting fire to the office. According to police, they had taken part in the protest with weapons stolen from the office.
