A corruption case has been filed against 16 people, including Madhes Province MP Saroj Kumar Singh, on charges of accepting bribes by showing expenses from the Consumers' Committee in collusion with the budget allocated under the Provincial Parliamentary Development Fund.
The Commission for the Investigation of Abuse of Authority (CIAA) filed a corruption case in a special court on Thursday, naming Singh, who was elected from Mahottari-4 (2) by JSP Nepal, as the defendant. According to CIAA spokesperson Rajendra Poudel, a case has been filed against the defendant, fixing a fine of Rs 3,850,319. Singh, who was made the defendant, is also the then Minister of Internal Affairs and Law of Madhes.
It was decided to implement a development plan of Rs 13,627,481 out of the allocation under the Provincial Parliament Development Fund for the fiscal year 2078/79 through a consumer committee in various wards of Ramgopalpur Rural Municipality, Manarashisawa Municipality and Samsi Rural Municipality of Mahottari. For that, the plan was decided in a coordinated manner so that the budget would be spent through 8 consumer committees. For that, Devi Maharani Beautification Consumer Committee, Manarashisawa-2, Katti, Radhwa Peepal Gurukul Academy to Anherbhatsthan Road Upgradation Work Consumer Committee, Samsi-2 Sangrampur, Incomplete Kamalamai Temple Construction and Compound Wall Construction Consumer Committee at Malatamai Place, Manarashisawa-7, Kanchaniyamai Temple Beautification Construction Consumer Committee at Ramgopalpur Kanchanpur, Maisthan Temple Beautification Construction Consumer Committee, Maisthan Temple at Ramgepalpur-5, Kanchanpur, Ramgolpur-8, etc. Eight consumer committees were formed under Singh's plan to carry out beautification, road construction and reconstruction work. For this, he was drawn into the investigation after it was revealed that about 28 percent of the budget allocated through Laxmi Sunrise Bank in the name of various consumer committees was deposited in an account in the same bank in the name of Singh and his wife Sarita Kumari Mahato Singh. Later, during the investigation, it was revealed that MP Singh had received this amount as a lump sum bribe from various consumer committees.
According to the CIAA, a case has been filed against 16 people, including Singh, the consumer committee chairman and treasurer, in the same case. According to the charge sheet filed by the CIAA in the special court, a case has been filed against MP Singh by fixing the amount collected as bribe. A sum of Rs 185,260 has been fixed against Dharmasila Nirman Consumer Committee Chairman Yamuna Prasad Mahato and Treasurer Kashilya Devi.
A case has been filed against Yoginder Mahato, Chairman of the Construction Consumers Committee from Ram Narayan's House to Ramvriksha Gachhi, and Sunayana Kumari, Treasurer; Ramnath Sahni, Chairman of the Unfinished Kamalamai Temple and Maltamaisthan Compound Wall Construction Consumers Committee, and Sanitdevi, Treasurer; Ramsharan Khatve, Chairman of the Maisthan Temple Consumers Committee, and Vibhadevi Khatve, Treasurer; Ramesh Madar, Chairman of the Kanchanimai Temple Beautification Consumers Committee, and Amlesh Kumari, Treasurer; and Deeparajdevi Rajput, Chairman of the Devi Maharani Consumers Committee, and Raut Kurmi, Treasurer, Bhikhari, for Rs. 297,794.
Similarly, a fine of Rs 1,891,900 has been imposed on Bhupendra Kumar Jha, the chairman of the construction consumer committee for the Radhwa Pipal to Sahasaula-Anerbhat area, and Rs 311,915 on Shambhu Kumar Mandal, the chairman of the road construction consumer committee for the Radhwa Pipal to Anerbhat area.
A fine of Rs 2,193,815 has been imposed on Manju Devi Paswan, the treasurer of the road construction consumer committee for the Radhwa Pipal to Sahasaula-Janta Primary School. The investigation has also revealed that MP Singh distributed the money through the consumer committee only after deciding on the amount of bribe in advance.
